Wikipedia: Eston Kohver (born in 1971) is an Estonian officer of the Estonian Internal Security Service[1] who was detained by the Russian FSB on 5 September 2014 under disputed circumstances, creating a dispute in Estonia–Russia relations.[2]

Estonia asserts that Kohver was abducted on 5 September 2014 at gunpoint from the Estonian side of the border by Russians using a smoke grenade and radio jammers, while Russia insists that Kohver had crossed the border, and had €5,000, a pistol, "special equipment to carry out covert recording", and "materials that seem to be assignments for an intelligence-gathering mission".[3] The Estonian Internal Security Service confirmed that Kohver was carrying his service pistol, cash and recording equipment in his task of investigating cross border crime and smuggling.[4] He was due to meet a possible informant on the border as part of the investigation, but instead walked into a trap set up by the FSB.[5] The incident occured about 8 km north of the border crossing at Luhamaa, in a secluded and forested area near the village of Miikse.

The incident comes as tensions between Russia and NATO were high, and eastern European countries were feeling threatened, because Russia's proxy support for the War in Donbass in Ukraine had recently turned into a direct invasion by Russian troops. The factual dispute also comes at a time where Russia's factual credibility in foreign affairs is very low, with Russia having recently lied quite obviously about the direct involvement of Russian troops in Crimea[6] and the War in Donbass.[7] Some have theorized that the event is a timed Russian provocation, because it occurs two days after U.S. President Obama visited Estonia, in a trip to reassure the Baltic States against Russian agression, and shortly after the announcement of a 4000 man NATO rapid reaction force stationed in Poland to protect Poland and the Baltic States.[8] Kohver was paraded on Russian TV as a captured spy, a move which was interpreted as Russian wanting to deliberately escalate tensions.[8]

According to the Estonian Internal Security Service, immediately after the incident Estonian investigators and Russian border guards jointly investigated the scene, and agreed that the evidence showed that there were signs of a violent struggle and impact craters from the smoke grenades on the Estonian side, with multiple footprints in a band of raked sand suggesting that a group of men crossed from and then returned to the Russian side.[9][8][10] On 10 September Estonian newspapers published a bi-lingual protocol of border violation, signed on September 5th by Estonian and Russian border guards who had inspected the place immediately after the incident. The protocol confirmed that the border was crossed from Russia to Estonia, and then back to Russia.[11]

Eerik-Niiles Kross, a former Estonian intelligence chief and national security advisor, speculated that the crime being investigated by Kohver may have involved criminals with ties to FSB.[8]
