September 9, 2013 Police stopped Yia Her 34 of St Paul for suspected drunk driving. He had a suspended licence, and took off on a 3 minute high speed chase through Minneapolis before he t-boned a car killing 20 year old Brody A. Sotona and injuring his passenger.

Prosecutors say an argument over money and a pool table sparked an altercation that led to the fatal shooting of a St. Paul bar owner early Sunday.
Yia Her of Oakdale was charged Tuesday with one count of second degree murder and two counts of attempted murder in the shooting. which ended in the death of Vone Moua, owner of Malina's Sport Bar on North Dale Street.
The criminal complaint filed Tuesday says the trouble started at closing time when Moua told Her that he had to leave the premises. When Her told the bar owner he had paid for the table Moua said they would play, and if Her won he could stay for two hours. Instead, witnesses say Her became angry and stormed out of the bar.
Police say the 26-year-old defendant returned to Malina's and began banging and kicking on the door until Moua gave an employee permission to open the door. Witnesses say Her entered with his brother-in-law, 22-year-old Cheng Vang.
Her and Moua began pushing and shoving each other, and investigators say when other employees jumped in and began pushing Her to the door his brother-in-law Vang pulled a gun and opened fire. Vone Moua was fatally shot in the head while two others suffered non-lethal gunshot wounds

Charges: St. Paul bar owner killed over $20 pool game

The owner of a Frogtown establishment was shot and killed early Sunday morning after a patron was upset he couldn’t shoot pool after closing time nor be reimbursed the $20 he had paid to play, according to the Star Tribune.
The criminal complaint states around 2:15 a.m., Malina’s owner Vone Moua, 45, stopped 26-year-old Yia Her of Oakdale and Her’s brother-in-law, 22-year-old Cheng Vang of Minneapolis, from shooting pool because the bar was closed.
Her complained that he had already paid $20 to rent the table for two hours. In response, Moua challenged Her to a game. If Her won, they could stay another two hours. If Her lost, the two had to leave.

Charges were filed against Yia Her, 34, of St. Paul, accused of fleeing a state trooper through downtown Minneapolis while drunk, then hitting a car and killing Brody A. Sotona, 20.

 a drunken Yia Her steered his car over a sidewalk, through bushes, past red lights and down a one-way street — the wrong way —while fleeing a State Patrol trooper early Monday, according to criminal charges filed Wednesday.
The trooper bumped Her’s car four times during the three-minute pursuit, but Her didn’t stop until he ran a red light and slammed into another car, killing a young man and injuring another.

 Her was driving with a suspended license and had a blood-alcohol level of 0.16 percent, twice the allowable limit in Minnesota, according to the charges.
Her admitted that he was fleeing the trooper because he didn’t want to get caught driving with a suspended license, according to the complaint. He also said he couldn’t remember many details of the pursuit because he was drunk at the time, the complaint added.
Her’s driving record in Minnesota includes at least 17 violations since 2001, with 10 of those being for speeding. He also has been cited for driving without a license.
His run-ins with the law also include a conviction in July 2012 for felony third-degree assault and two subsequent convictions for violating a domestic-abuse no-contact order. All three were in Ramsey County.

Her entered downtown Minneapolis, running red lights and going the wrong way on one-way streets. He entered a parking lot — running over bushes and other landscaping — and drove over a sidewalk... The trooper tried a maneuver to force Her’s car to a stop, but that failed. After running the red light at University Avenue, Her did the same at 4th Street SE. That’s where he hit Sotona’s car broadside in the intersection, pushing that vehicle nearly a half-block.



Brody A. Sotona, 20, a budding musician from Wisconsin, died when his vehicle was T-boned by a driver fleeing the State Patrol.

Roeske explained that the trooper pursued Her because the motorist was creating a public danger by speeding and driving under the influence. Roeske added that if Her had obeyed the trooper, the crash would not have happened.

Brody Sotona's family blames State Patrol for fatal St. Anthony Main-area crash

Early Monday morning, a state trooper was pursuing a 1997 Nissan Maxima driven by a suspected drunk driver who had fled a traffic stop when it T-boned a 2000 Oldsmobile Intrigue at the intersection of Fourth Street SE and Central Avenue. The driver of the Oldsmobile, 20-year-old Brody Sotona, was killed. A passenger in his car was seriously injured.

Yesterday, Sotona's grieving family blamed the State Patrol for Brody's death. They argue that the trooper shouldn't have endangered innocent people by chasing a drunk driver through the heart of Minneapolis.

The family would like to know why the Minnesota state trooper pursued the suspect into a high-speed chase in DOWNTOWN Minneapolis at 1 o'clock in the morning when it was quite clear that they already had the suspect's license plate and likely the name and address. If they would not have pushed him, our son and brother would still be alive today.
But State Patrol officials say public safety was exactly what motivated the trooper to chase 34-year-old Yia Her from westbound I-94 through downtown in the first place.

In a statement, State Patrol spokesman Eric Roeske said the trooper "was attempting to stop the driver as quickly as possible to prevent the kind of tragedy the driver ultimately caused."

"We are deeply saddened by the tragic and sudden loss of Brody Sotona caused by a suspected drunk driver," Roeske continued. "Unfortunately, before the trooper could make contact or identify him, the suspect elected to flee the scene of a traffic stop at a high rate of speed and chose to drive on several city streets."
