"It was the second fatal shooting involving St. Paul police this month. On Aug. 3, Yee Vang, 20, of St. Paul, died shortly after exchanging gunfire with police in the city’s Frogtown neighborhood following an alleged carjacking. St. Paul officers were also involved in the July 30 shooting that wounded Brian G. Fitch Sr., who was charged in the murder of Mendota Heights officer Scott Thomas Patrick." startribune
Was the man with a rock creating an incident so that he could be shot by police like Michael Brown in Ferguson? The man fleeing the parking lot, was he doing the same?
