Similar - false flag, no motive
People often say that terrorism can only the case if the attacker clearly states the political cause for the violence, such as an airplane hijacker. The suggestion that random crimes against police, churches, schools, government and military targets that look like terrorism can't because there is no claim by a known terrorist group. But no one formally took credit for the 9/11 hijackers, in fact those who are playing interference and disinformation in support of the attack insist that the US government or Israel was really behind it, and that there were no Arabs, no Muslims, in some cases not even any crashing airplanes. Sometimes attackers only state their real intent otherwise. Often those who insist an event is not terrorism are obviously showing that they are spreading disinformation providing knowing or un-knowing indirect support of the attackers. Mass casualty or even apparent "random" single victim crimes with no apparent motive are probably actually terrorist attacks with a hidden motive and sponsor. In Israel, almost every attack on a Jews by an Arab has very high probability of being politically motivated, and in most cases the political motive is hidden by a cover story.

Including the assailant, five people were injured, none fatally. The incident is believed by French police to be an Islamist terrorist attack, although the gunman claimed the motivation was robbery due to hunger and homelessness. Suspect known to French authorities as connected to terrorists, and been similarly profiled by Belgian, Spanish, and German authorities.

The United States Department of Defense and federal law enforcement agencies have classified the shootings as an act of workplace violence.
