People often say that terrorism can only the case if the attacker clearly states the political cause for the violence, such as an airplane hijacker. The suggestion that random crimes against police, churches, schools, government and military targets that look like terrorism can't because there is no claim by a known terrorist group. But no one formally took credit for the 9/11 hijackers, in fact those who are playing interference and disinformation in support of the attack insist that the US government or Israel was really behind it, and that there were no Arabs, no Muslims, in some cases not even any crashing airplanes. Sometimes attackers only state their real intent otherwise. Often those who insist an event is not terrorism are obviously showing that they are spreading disinformation providing knowing or un-knowing indirect support of the attackers. Mass casualty or even apparent "random" single victim crimes with no apparent motive are probably actually terrorist attacks with a hidden motive and sponsor. In Israel, almost every attack on a Jews by an Arab has very high probability of being politically motivated, and in most cases the political motive is hidden by a cover story.

5 injured August 21, 2015 Islamist ISIS Terrorist Gunman on French Train Stopped by Off Duty Soldiers and Passengers Thalys train attack was a foiled mass shooting that took place on  on a Thalys train in France, travelling from Amsterdam to Paris via Brussels when the perpetrator armed with AK-47, pistol and box cutter opened fire in a train carriage before being subdued by passengers. Including the assailant, five people were injured, none fatally. The incident is believed by French police to be an Islamist terrorist attack, although the gunman claimed the motivation was robbery due to hunger and homelessness. Suspect known to French authorities as connected to terrorists, and been similarly profiled by Belgian, Spanish, and German  authorities.

Although the incident is believed by French police to be an Islamist terrorist attack, the gunman gave police a fanciful cover story  that he just found a terrorists stash of weapons in the park while homeless, and decided at the moment because he was hungry to rob passengers for money so that he could eat, and his father blames the suspects former employer for leaving him without a job.

Congress later authorized medals to those victims of attack "inspired" by terrorism which was pretty obvious by his interests in jihadism, radical Islam, and objects to US wars against Muslim nations.At Fort Hood near Kileen Texas, Major Nidal Malik Hasan who was an army psychiatrist fatally shot 13 people, mostly soldiers and injured more than 30 others. He was armed with a FN Five-sevenfitted with two laser sights: one red, and one green which was used in the shootings, and he also was found with a Smith and  Wesson .357 Magnum revolver which was not used and was probably a backup weapon. The shooting produced more casualties than any other on an American military base. Several individuals, including Senator Joe Lieberman, General Barry McCaffrey, and others have called the event a terrorist attack. The United States Department of Defense and federal law enforcement agencies have classified the shootings as an act of workplace violence.

Ali Hassan Abu Kamal was a terrorist, not a despondent man:  1997 Empire State Building shooting - Wikipedia On February 23, 1997, Ali Hassan Abu Kamal, a 69-year-old Palestinian teacher, opened fire on the observation deck of the Empire State Building in Manhattan. Abu Kamal's widow stated the shooting spree was not politically motivated, but rooted in his despondency over financial ruin. Ten years after the shooting, Abu Kamal's daughter revealed that she had lied in hiding that her father's actions had in fact been motivated by Palestinian nationalism. Her mother's 1997 account was a cover story fabricated by the Palestinian Authority as Abu Kamal sought revenge against the Americans, the British, and the French for supporting Israel.
