In the wake of the shooting, the man’s friends told CHS about Reuter’s battle with mental illness. This week, the Stranger talks with the people who knew Reuter about his life and what happened to the friend they loved:

    Joel Reuter used to drink at Montana, a black-lacquered, lovingly graffitied Capitol Hill bar with lots of regulars and cheap cocktails on tap. His apartment was only a few blocks away. Most mornings, Joel would wake up and walk his floppy-eared toy King Charles spaniel, Telly, to meet his friends at Analog Coffee. Then he went to work at a job he loved near South Lake Union—he was a software developer. Then after work, he and Telly (who was named after the Radiohead song “Planet Telex”) would wander down to the dark and cozy Montana for happy hour.       Investigation of Denny Way standoff underway


      The Seattle Police Department says it is investigating how a mentally ill man gunned down by police Friday morning acquired the Glock handgun they say he eventually fired at them during an eight-hour standoff at a Capitol Hill condo building.
      Joel Reuter was shot by officers returning fire after the 28-year-old fired a single shot at police on the street on Denny Way below from his 5th floor residence, a SPD spokesperson said during a briefing following the 10:30 AM shooting.
      The violent end to the standoff came following a night of tension after a resident called 911 around 3 AM on Friday, July 5th to report seeing Reuter carrying his pistol and then possibly hearing gunshots mixed in with the waning sounds of the night’s 4th of July festivities. According to a preliminary SPD report on the incident, officers could hear “a gun maintenance training video on his television, and heard what they believed was the sound of the man racking and dry-firing a gun” through the door and walls of the building. Outside, pedestrians in the busy corridor and residents of nearby buildings were repeatedly rushed from the intersection to avoid the line of fire.

      According to the SPD report, the tension built even after Reuter had been shot after officers lost site of the wounded suspect inside his condominium. Police say Reuter had threatened to booby trap his apartment — entry wasn’t made for another half hour as Reuter lay dying inside.
      In a media conference Friday afternoon, interim chief Jim Pugel said it was not yet known how Reuter was able to acquire the pistol despite recent court orders that barred him from possessing firearms. The day before on the 4th of July, Reuter posted a video online documenting his call to the Washington State Patrol “Checking with WA State Patrol about my Second Amendment rights — HAPPY 4TH!.” ”I think that if one of my fundamental rights as an American citizen had been revoked at all, I would definitely clearly remember it, or would have been sent home with an important document or something,” Reuter wrote. “Or at least someone would be jumping on the chance to remind me that I can’t own a gun… So I am going to go forward assuming I’m not breaking the law if I have a gun on me.”
      Friends of the Bellevue/Denny resident say the video was part of Reuter’s accelerating mental illness exacerbated by a cancer diagnosis and a violent car crash earlier this year.
      “We’re shocked and in pain,” a friend told CHS. “He was gentle, very loving, very docile. He was a big teddy bear.”

Sean Munday said he became friends with Denny Way standoff suspect Joel Reuter who was shot and killed by police Friday morning when they both attended the University of Arizona. Munday said he knew the suspect for eight years.
Munday said the man had long suffered from mental and physical illness but he was not sure what triggered his friend to lash out early Friday morning.
“We were under the impression that he had a good lock down on things,” Munday said. “He just hit a boiling point.”
Munday gathered with a small group of other friends of the suspect, who were consoling each other one block away from the scene.
Seattle Police interim chief Jim Pugel said the 28-year-old Reuter was not allowed to have firearms in his possession due to court orders and that detectives are working to figure out how he acquired the Glock pistol seen by witnesses and recovered from Reuter’s residence. Reuter’s online accounts reveal a man suffering from mental illness with an interest in guns and the 2nd Amendment. Friends say he was diagnosed with cancer within the last year.
“We’re shocked and in pain,” Munday said. “He was gentle, very loving, very docile. He was a big teddy bear.”
Munday said the suspect had not been working due to his illness. He said his last job was with a Seattle tech startup.
The man had moved into the Marq within the past few months, according to neighbor Richard Oh, who told CHS he lives two units down from the suspect.
Oh, who has lived in the Marq since 2005, said that the man’s door was recently knocked down by an SPD crisis intervention team.
Oh also said the sign the man had posted on his door included a “666″ marking and warnings to the FBI and police. “Just crazy stuff,” he said.
Julie Poliak, who has also lived in the building since 2005, said she heard what sounded like a man ranting through an amplifier yesterday evening.

“It sounded like it was related to gay marriage, but I couldn’t tell if it was hate speech or not,” she said.

Police want to know how and where a 28-year-old mentally disturbed man obtained a handgun they say he fired toward SWAT officers on Capitol Hill.

..crisis officers had at least seven contacts with the man in the past four months. In April, he visited a software company where he used to work and asked employees there to mail a suspicious package. In May, officers served civil-commitment papers ordering him hospitalized him for a psychiatric evaluation, Pugel said.


Along with the videotape of his call to the WSP, the man wrote: “I think that if one of my fundamental rights as an American citizen had been revoked at all, I would definitely clearly remember it, or would have been sent home with an important document or something. Or at least someone would be jumping on the chance to remind me that I can’t own a gun ... So I am going to go forward assuming I’m not breaking the law if I have a gun on me.”
According to his Facebook page, the man had a long history of mental illness and had been recently diagnosed with cancer. He had worked as a software engineer for about three years, but listed his current employer as “Lucifer.”

After an hours-long dialogue with police, the man stepped out of his apartment with a weapon in his hand, and later, officers heard what sounded like a shot fired inside the unit, Jamieson said. When he appeared again and fired his gun “in the direction” of the SWAT officers, Jamieson said one officer returned fire and the man retreated inside the apartment. When he reappeared waving the gun, a second SWAT officer shot and killed him about 10:30 a.m.

    Police say the man began shooting at SWAT units around 10:30 AM. SWAT returned fire, striking the man and killing him, police say. It was not clear what lead to the outbreak of gunfire as negotiations with the man continued.

    Several medics were called to the scene just before 10:45 AM. Two SPD guild representatives were also summoned to the scene.

    A prolonged medic response followed as police made sure the area was secure and safe. Police declined to specify the nature of the concerns but said that information gathered lead them to believe the man’s residence could present a danger to emergency responders. Members of SPD’s arson and bomb squad were called to the scene as part of the response.

    People who know the suspect say he had been exhibiting recent signs of mental illness and strange behavior. SPD said its Crisis Intervention team that handles mental illness issues was “very aware of” the suspect due to recent interactions.
    Bystanders who said they live in the building said the gunman had been acting increasingly suspicious in recent weeks.

    A small group of people huddled together a block away from the scene said they were friends with the gun man but would not speak about him until they had more information.
    Here is the preliminary report from SPD:
    An eight hour standoff at Capitol Hill apartment building ended Friday morning after a man, who had barricaded himself inside his apartment, opened fire and was fatally shot by Seattle police officers.
    Early this morning, just before 3 AM, neighbors at the apartment complex called police and reported hearing 5 gunshots on the building’s fifth floor. One caller also reported seeing an armed man inside the building’s elevator.
    As the chaotic situation unfolded, officers learned the armed 28-year-old man was a resident in the building who previously had a number of contacts with officers and members of the department’s Crisis Intervention Team, which works with people suffering from mental health crises.
    When officers approached the man’s apartment, they could hear the man watching what appeared to be a gun maintenance training video on his television, and heard what they believed was the sound of the man racking and dry-firing a gun.
    When officers tried to contact the man through the door, he turned the volume on his television up, drowning out officers’ voices and making it difficult to communicate with the man.
    Officers then began working to evacuate the building.
