June 11, 2018 Kabaar Powell Accused Fleeing Police Crashing Into Minneapolis Playground Set Nearly Kills 3 Children State troopers tried to stop 27-year-old Kabaar Wahleen Powell  of Richfield, for speeding on Interstate 94, but he fled onto residential streets running at least 22 stop signs before driving onto a playground and hitting a swing set critically injuring 2 of 3 children who were playing with their father. A gun and drug paraphenalia were found in the crashed SUV, his licence has been revoked for 4 year, and previously convicted in 2015 for lacking a license, other convictions for not having a license for the type of vehicle he was operating, speeding and having no insurance. Powell pleaded guilty to one count of fleeing a police officer resulting in great bodily harm, and one count of fleeing a police officer resulting in substantial bodily harm, but not attempted murder.  On Aug 16, Powell was sentenced Thursday 16 to 33 months in prison, but could be eligible for supervised release after less than two years. An investigation found the police chase was justified but parents of the victims blame the police chase and failing to arrest the driver three days before the crash, and they plan to sue the police to recover medical costs.


June 11, 2018 Kabaar Powell Accused Fleeing Police Crashing Into Minneapolis Playground Set Nearly Kills 3 Children   In Minneapolis, state troopers tried to stop the 27-year-old Kabaar Wahleen Powell  of Richfield, for speeding on Interstate 94. He fled by speeding away onto residential streets and running at least 22 stop signs. He then deliberately drove into a park near the Jenny Lind Elementary School on the city's north side. He tore through tennis courts and showed no evidence that he wasn't trying to target children as he did not use his brakes or slow down before he "accidentally" smashed and  and entangled his Ford Expedition into the playground swing set where young children Kayden, Konnor and Lillianna Peltier were playing their father. Police dashcam video shows the father had just four seconds to gather his children, one in a stroller and flee.  Hennepin County Attorney Mike Freeman blamed "careless and criminal driving" but did not accuse him of a deliberate assault and attempted murder [1] [3] Kayden, 2, had to have his spleen removed and suffered a spinal fracture, among other injuries. He was hospitalized for weeks. Lillianna, 4, suffered bleeding between the brain and the tissue covering the brain.(5)

Powell was charged with felony fleeing police resulting in great bodily harm, and gross-misdemeanor counts of criminal vehicular operation and carrying a pistol without a permit.   Two of the children are in critical condition.  The driver was jailed without charges. His licence has been revoked for 4 years since August 2014, and was convicted in 2015 for driving without a valid license, and has convictions back to 2010 for not having a license for the type of vehicle he was operating, speeding and having no insurance [2]

Police video shows the father had just four seconds to gather his children and run. Hennepin County Attorney Mike Freeman. stopped short of accusing him of attempted murder when he called it careless: "It's just tragic that his careless and criminal driving resulted in serious injuries to these two children," said, asking if the police were at fault for the dangerous chase [3]  The same vehicle Powell was driving on Monday was also involved in a chase with state patrol on the previous Friday but got away. 

 Kabaar Powell, 27, of Richfield pleaded guilty to one count of fleeing a police officer resulting in great bodily harm, and one count of fleeing a police officer resulting in substantial bodily harm, but not attempted murder.  On Aug 16, the family of the victims was not hapy whe he was was sentenced Thursday 16 to 33 months in prison, but could be eligible for supervised release after less than two years. The standard sentence for fleeing a police officer is probation but aggravating factors were driving without a license, speeding in a school zone and running stop signs. The family plans to sue Powell, along with the State Patrol because they did not apprehend Powell for driving without a license three days before the crash(5)

On December 5, 2018  an investigation established that the troopers acted correctly in the six-minute pursuit, placing blame on driver Kabaar Wahleen Powell who was found with a loaded handgun and drug paraphernalia in his crashed SUV. The victim family however also blamed the police chase and will likely pursue a lawsuit to recover medical bills, calling it a "textbook example of the insanity of subjecting the public to injury and death to catch a speeder.”(4) and faulted not arresting Powell for driving without a  license three days before the crash (5)

Speculation of foul play

Nothing indicates that suspect could have had any intention of causing harm, just careless and criminal driving and partly blamed on police engaging in a dangerous chase . But there are similar cases of people who people who deliberately or carelessly try to hurt children in playgrounds or parks

Vandals or terrorists have been using Razor Blades to Sabotage Playgrounds in Texas, Illinois and Pennsylvania so it has been proven people DO deliberately target children in playgrounds .

There are other unexplained crashes: January 20, 2018 criminal William Osborne lost control of his pickup truck for unknown reasons (could be deliberate?) and struck three children playing on the playground. Two more children suffered minor injuries when flying debris hit them. 5 injured were treated at a hospital The man was charged with DUI, wanton endangerment charged with criminal mischief, assault, persistent felony offender after truck injured children on playground. The man was booked into the Louisville Department of Corrections just after 2 p.m. on February 16 after he fled Kentucky to Indiana, then to Ft. Myers, Florida. The crash also destroyed newly installed playground equipment at William Harrison Park.

1 toddler killed, elderly driver not arrested or charged April 14, 2014 Buckley Pickup Accidentally Drives on Trail Kills Red Wagon Toddler In Buckley, Washington State (near Tacoma) 2 year old toddler Lincoln Pearson died after his red wagon pulled by his father was hit by a Ford Ranger pickup driven by John Barnard, 78, of Enumclaw who for some unexplained reason, apparently lost control, left the road and drove 500 ft onto a paved walking trail next to the road until it hit the wagon and was stopped when it crashed into a telephone pole. The driver got out of the truck, looked at the boy, offered no help and returned. offered no report or explanation for the accident, and police ruled it was not related to alcohol or drugs. There was not enough evidence to arrest or charge the man with a deliberate attack. The parents forgave the driver.

Toronto van attack was a vehicle-ramming attack that occurred on April 23, 2018 by a man who was not an Armenian terrorist with a beef against the Genocide but unclear motives upset about his incel relationships with women.
