Arsons are almost never attributed to terrorists, but sometimes are. Often fires are set by angry or mentally unstable people who just act like terrorists. People are never terrorists if they offer an alternative motive, and they never lie about their motives, and terrorists never hide their terrorist motive, if authorities are to be believed.

March 18, 1982 Busan American Cultural Service building arson (political terrorist attack) was an Anti-American attack made by students of the Anti-American and Socialist Anti-Imperialist National Democratic Front. Anti-American and socialist propaganda was also placed on the building.[1]
ANTI-U.S. SENTIMENT IS SEEN IN KOREA -  Mar 28, 1982 - The burning of the American Cultural Center in Pusan by unknown ... causing a fire that destroyed the first floor of the three-story building, ...The burning of the American Cultural Center in Pusan by unknown arsonists on March 18 - an act seen by many Koreans as the most serious anti-American incident in South Korea in decades - is regarded by non-Communist dissidents, moderate churchmen and other Korean sources as only the latest evidence of growing anti-American sentiment among radical, non-Communist activists here.  In the incident at Pusan, a port city 260 miles south of here, youthful attackers spread gasoline in the hall of the American Cultural Center, causing a fire that destroyed the first floor of the three-story building, killing a student visitor and injuring several others. No Americans were hurt and work quickly resumed in temporary quarters on the second floor

Arson suspected:  December 1, 1958 95 killed Our Lady of the Angels School fire A fire broke out at Our Lady of the Angels School in Chicago, Illinois, shortly before classes were to be dismissed for the day. The fire originated in the basement of the school near the foot of a stairway. Ignition took place in a cardboard trash barrel located a few feet from the northeast stairwell. The fire smoldered undetected for approximately 20 minutes, The elementary school was operated by the Roman Catholic Archdiocese of Chicago and had an enrollment of approximately 1600 students. A total of 92 pupils and 3 nuns ultimately died when smoke, heat, fire, and toxic gasses cut off their normal means of escape through corridors and stairways. Many more were injured when they jumped from second-floor windows which, because the building had a raised basement, were nearly as high as a third floor would be on level ground. The cause of the fire was never officially determined. In 1962, a boy who was a student at Our Lady of the Angels at the time of the fire, confessed to setting the blaze. At the time of the fire, he was 10 years old and in fifth grade. A family court judge later concluded the evidence was insufficient to substantiate the confession. Officially, the cause of the fire remains unknown. Arsonist Alan Norcutt (birthdate approx 1947) claimed he had accidentally started the fire at Our Lady of the Angels, but he was never charged with the crime in juvenile court. Printing the name of the suspect is libel but this is known: John E. Reid report on arsonist confession : Lives at 1836 South 50 or 58th Avenue in Cicero, Illinois Date of birth : October 4, 1948 After the fire, he was transferred to St. Attracta; and later at Cicero public school
