Police Kill 13 Year Old Who Would Not Drop Replica Rifle

The incident took place in a day after a 12-year-old boy killed a teacher at a Nevada middle school with a gun he also used to take his own life.
There is growing concern about officer-involved shootings in California, where a spate of such incidents in the city of Anaheim, southeast of Los Angeles, prompted protests in 2012.

This is really crazy. Its very hard to stay calm and logic when I hear such stories.
I totally understand that the US is an extremely dangerous place where many people carry guns and that's why the police expect the worst and are always prepared.
But I'm sometimes left baffled and have many questions:
Is it really necessary to shoot so quickly?
Are the police not tactically covered behind a door of a police car and aiming their guns at the suspect?
If the suspect is putting his gone down but in a wrong manner, don't the police have the brains to assess that the suspect might actually be surrendering? Instead of basically committing suicide?
Do most people who surrender to police in the US, at the last moment change their mind or try to trick the police by shooting back, after attempting to lay their weapon down?
I understand that their is a culture of weapons, violence and danger so that US police are constantly on the look out and agitated....but there is also a practical/tactical and psychological issue that seems to often to be failing in these scenarios in the US.

The nerves these Americans have to scold the Muslim world for the violence in the middle east.

Why? People in violent areas have every right to comment negatively about violent events. Whether those people are in downtown Los Angeles or Kabul.

They're not commenting negatively about the violence, they're commenting negatively about the Muslims. The average Westerner today believes that all terrorists are Muslims(Fact: Most of the violent deaths in the world were a result of Western wars and imperialism, not from Muslims), that Muslims are rapists and killers and that they stone women and gays to death. Of course, all of this is nonsense.
