Terror on Wheels: No 'Magic Way' to Stop Nice-Style Attacks - NBC News Jul 15, 2016 - Vehicle-borne improvised explosive device NBC News The Nice atrocity was at least the fourth politically or militant-inspired vehicular assault in France since 2014. Two attacks took place with motor vehicles in December 2014 in the towns of Nantes and Dijon, killing one person and injuring more than 20. In January, an attacker rammed French soldiers who were guarding a mosque in Valence, although none were killed. Threat comes not just from jihadis but anyone with a grievance and a car. Lakeisha Nicole Holloway was accused in December of killing one person and injuring dozens more by mowing down pedestrians on the Las Vegas Strip, while Last year, a man described by authorities as mentally ill (also a muslim who drives like a terrorist) killed three people by plowing his car into a crowd then stabbing passers-by in Graz, Austria.

  • The Jerusalem bulldozer attack occurred on July 2, 2008, when an Arab resident of East Jerusalem identified as Hussam Taysir Duwait (also referred to as Hussam Duwiyat,[2] Hossam Dawyyat,[3] or erroneously as Jabr Duwait[4]), attacked several cars on Jaffa Road in Jerusalem in a terrorist vehicle ramming using a front-end loader (erroneously referred to as a bulldozer in the media[5]), killing three people and wounding at least thirty other pedestrians, before being shot to death.[2][6] Israeli government spokesman Mark Regev said that an inquiry indicated the attacker had been acting alone.[7] A motive for the attack could not immediately be determined, but police at the scene referred to the incident as a terrorist attack.[5] Three copycat attacks have occurred since then. 
  • 2014 Jerusalem tractor attack  The 2014 Jerusalem tractor attack was a terrorist ramming attack that occurred on 4 August 2014, when an Arab drove an excavator type of tractor out of a construction site, injuring several pedestrians and killing one man before ramming the tractor into a public bus, overturning the bus and then hitting it repeatedly. The terrorist was shot dead at the scene by a police officer while still seated at the wheel of the tractor and continuing to attack the bus by swinging the arm of the excavator against it.

Security bollards are credited with preventing ramming in the  10 November 2014, w 2014 Alon Shvut stabbing attack, leading the terrorist to abandon his car and attack pedestrians waiting at a bus stop with a knife, instead of running them over.[16]  2014 Alon Shvut stabbing attack occurred onwhen Palestinian Maher al-Hashlamun first attempted to run his vehicle into a crowd waiting at the bus/hitch-hiking station at the entrance to the Israeli settlement of Alon Shvut, in the Gush Etzion section of the occupied West Bank, then, when the car was stopped by a bollard, got out and attacked with a knife, killing a young woman and wounding two others. The attack occurred four hours after the killing of Sergeant Almog Shiloni in Tel Aviv at the same bus/hitch-hiking stop where three Israeli teenagers were kidnapped and murdered in June 2014.[1]

Vehicle-ramming attacks are a form of attack in which a perpetrator deliberately rams a motor vehicle into a building or crowd of people.[1][2] The term has been used in the context of terrorism, but is applicable to rampage killers in general who use a vehicle. The possibility of terrorism is often raised but either failed to be proven or quickly ruled out in mass casualty traffic incidents as the most likely motive in favor of other factors such as mechanical failures, unavoidable accidents, medical episodes, personal anger issues, or mental illness.[3]
Vehicles are also used by attackers to breach a building with locked gates, before detonating explosives, as in the Saint-Quentin-Fallavier attack.

21st-century increase[edit]

The 21st century has seen a rise in vehicle ramming attacks carried out as acts of terrorism by individuals committed to an ideology.[4] In 2014, Canadian columnist Andrew Coyne describes the phenomenon as a form of "micro-terrorism", and argues that Canadians "had better get used to... the baffling phenomenon of the homegrown terrorist ... who for whatever reason takes it into his head to kill any number of his fellow citizens in the service of his cause."[5]

Causes propelling the rise of the tactic[edit]

According to the American Federal Bureau of Investigation, the tactic has gained popularity because "Vehicle ramming offers terrorists with limited access to explosives or weapons an opportunity to conduct a Homeland attack with minimal prior training or experience."[1] Counterterrorism researcher Daveed Gartenstein-Ross of the Foundation for the Defense of Democracies told Slate that the tactic has been on the rise in Israel because, "the security barrier is fairly effective, which makes it hard to get bombs into the country."[6] In 2010, Inspire, the online, English-language magazine produced by al-Qaeda in the Arabian Peninsula urged jihadis to choose "pedestrian only" locations and make sure to gain speed before ramming their vehicles into the crowd in order to "achieve maximum carnage".[6]
Vehicle attacks can be carried out by lone-wolf terrorists who are inspired by an ideology, but who are not actually working within a specific political movement or group.[7] Writing for The Daily Beast, Jacob Siegel suggests that the perpetrator of the 2014 Couture-Rouleau attack may be "the kind of terrorist the West could be seeing a lot more of in the future", a kind that he describes, following Brian Jenkins of the Rand Corporation, as "stray dogs", rather than lone wolves, characterizing them as "misfits" who are "moved from seething anger to spontaneous deadly action" by exposure to Islamist propaganda.[8] A 2014 propaganda video by ISIL encouraged French sympathizers to use cars to run down civilians.[9]
According to Clint Watts, of the Foreign Policy Research Institute, where he is a senior fellow and expert on terrorism, the older model where members of groups like al-Qaeda would "plan and train together before going to carry out an attack, became defunct around 2005", due to increased surveillance by Western security agencies.[8] Watts says that Anwar al-Awlaki, the American born al-Qaeda imam, as a key figure in this shift, addressing English-speakers in their own language and urging them to "Do your own terrorism and stay in place."[8]
Jamie Bartlett, who heads the Violence and Extremism Program at Demos, a British think tank, explains that "the internet in the last few years has both increased the possibilities and the likelihood of lone-wolf terrorism," supplying isolated individuals with ideological motivation and technique.[10] For authorities in Western countries, the difficulty is that even in a case like that of the perpetrator of the 2014 Couture-Rouleau attack, where Canadian police had identified the attacker, taken away his passport, and were working with his family and community to steer him away from jihad, vehicle attacks can be hard to prevent because, "it's very difficult to know exactly what an individual is planning to do before a crime is committed. We cannot arrest someone for thinking radical thoughts; it's not a crime in Canada."[10][11]
According to Stratfor, the American global intelligence firm, "while not thus far as deadly as suicide bombing", this tactic could prove more difficult to prevent. No single group has claimed responsibility for the incidents.[12][clarification needed] Experts see a sort of saving grace in the ignorance and incompetence of most lone wolf terrorists, who often manage to murder very few people.[10]

Protective measures[edit]

On 23 October 2014, the US National Institute of Building Sciences updated its Building Design Guideline on Crash- and Attack-Resistant Models of bollards, a guideline written to help professionals design bollards to protect facilities from vehicle operators, "who plan or carry out acts of property destruction, incite terrorism, or cause the deaths of civilian, industrial or military populations".[13] The American Bar Association recommends bollards as effective protection against car ramming attacks.[14]
Security bollards are credited with minimizing damage and casualties in the 2007 Glasgow Airport attack.[15][16] Security bollards are credited with preventing ramming in the 2014 Alon Shvut stabbing attack, leading the assailant to abandon his car and attack pedestrians waiting at a bus stop with a knife, after his effort to run them over was thwarted.[17] Berlin's police chief, Klaus Kandt, argued that bollards would not have prevented the 2016 Berlin attack and that needed security measures would be "varied, complex, and far from a panacea".[18]
While only selected locations can be protected this way, tight bends and restricted-width streets may also prevent a large vehicle getting speed before reaching a barrier.[19]
Cars can also be hacked remotely and used for such attacks. In 2015 hackers remotely carjacked a Jeep from 10 miles away and drove it into a ditch.[20][21] Measures for cybersecurity of automobiles to prevent such are often criticized as to being insufficient. The risk of such attack may significantly rise after the mass adoption of self-driving cars which could potentially also be loaded with explosives and used as bombs.[22] A 2015 report by U.S. Senator Edward Markey criticized manufacturers' security measures as inadequate.[23] Marshall Heilman notes that "the government has to have some type of legislation and mandate to secure [the] environment" of self-driving cars as hackers otherwise could be able to take over cars and notes that "some type of event [...] is going to have to occur before the government actually gets involved and sets those particular standards".[24]

June 11, 2018 Kabaar Powell Accused Fleeing Police Crashing Into Minneapolis Playground Set Nearly Kills 3 Children   In Minneapolis, state troopers tried to stop the 27-year-old Kabaar Powell, of Richfield, for speeding on Interstate 94. He sped away and drove into a park tearing through tennis courts and "accidentally" smashed into the playground near the Jenny Lind Elementary School. He nearly killed young children Kayden, Konnor and Lillianna Peltier who were on a swing set with their father as he crashed and entangled his Ford Expedition into a swing set, Two of the children are in critical condition.  The driver was jailed but not yet charged. His licence has been revoked for 4 years since August 2014, and was convicted in 2015 for driving without a valid license, and has convictions back to 2010 for not having a license for the type of vehicle he was operating, speeding and having no insurance [2]

Committee to Protect Journalists (CPJ) said in a report last year that 27 journalists had been killed “with complete impunity” in India since 1992. It listed another 25 murders it was investigating to ascertain a connection to the journalists’ work

February 2, 2018 Eric Joseph Coleman Alleged Drunk Snowmobile Driver Hits Icehouse Snowmobile driver is accused of driving drunk and accidentally hitting a pickup truck, dragging an 8 year old boy then hitting the father Alan Geisenkoetter, 43, who was setting up an ice fishing house. He was going extremely fast in a very crowded area, in an area where families fish, The boy died the following wednesday. Coleman was facing criminal vehicular operation and drunken driving now vehicle homicide charges. His license has been revoked three times in the past for alcohol-related incidents,  He was already facing charges in an alcohol-related traffic wreck in Anoka in November. Suspect is white. No media mentioned possibility of terrorism.

February 2, 2018  Shanghai Burning Van With Gas Canisters Crash Into Pedestrians Not Attack A van carrying six people and several tanks of explosive gas caught fire as it swerved and crashed into the sidewalk next to a Starbucks near a popular park. The crash coincides with British PM Theresa May's visit to Shanghai. Fire was caused by driver smoking cigarette inside vehicle.   Daily Star headline asked if  the van crash was terror attack?  amed only as Chen by police, was smoking behind the wheel while transporting hazardous gas canisters “illegally”The man, a mental worker who has no criminal record, has been arrested on suspicion of dangerous driving and illegal transport of dangerous substances, local media reported. Police have ruled out terrorism and believe it was an accident. Several pedestrians rushed to break the car window to pull out the apparently unconsciously driver  Alternative theory - it looks like a clandestine attack. The driver did not give any political motive but did not explain why he illegally packed with van with exposive gas canisters, set them afire by illegal smoking, then illegally swerved into the sidewalk and ran over 18 people.

June 8, 2017 Injured: 3 arrested: 2 DC Pickup With Guns Rams Police and Transportation Worker   detail: A pickup truck in DC ran over two bicycle police officers and a Transportation Department officer. Terrorism was not ruled out though authorities said they had not found any proof. The men in the truck said the driver had been to a club and smoked drugs or something,  as was driving too fast. Over 100 killed in Europe Vehicle Mass Attacks June 5, 2017  In major European cities including Berlin, Stockholm, London and Nice, car and truck attacks have killed a total of over 100 people in recent years and added a new dimension to the debate over preserving national security. The unpredictability of the attacks, and their low-tech nature, are a challenge for authorities and a boon for extremists. Since late 2015, Palestinian attackers have carried out dozens of car-ramming attempts in Israel. Most were poorly planned and ended with the perpetrator being shot and killed, with either few or no Israeli casualties.  United States and Canada have also seen a handful of car- and truck-ramming attacks, including a student at Ohio State University driving into a crowd of people. 2014, a man plowed his car into Canadian Forces members outside of Montreal, killing one soldier. That driver, Martin “Ahmad” Rouleau, was shot dead by police.  both drivers claimed to be inspired by ISIS.  Times Square after a man high on PCP drove into pedestrians last month, killing an 18-year-old woman.  New York previously redesigned the square in 2012, after a counterterrorism official made the recommendation of adding bollards to the area.

 3 June 2017 June 2017 London attack a terrorist attack took place in the Southwark district of London, England. The attack began when three men drove a van into pedestrians on London Bridge. Wielding knives, the men then left the van and went to the nearby Borough Market, where they stabbed people in and around restaurants and pubs. The attackers were radical Islamist terrorists.[2]
Seven people were killed and 48 wounded, including two unarmed police officers who attempted to tackle the assailants.[3] The three attackers, who were wearing fake explosive vests, were shot dead by police.[4]

It is common for bus drivers to flee the scene of an accident. Angry crowds attacked the stopped bus as the driver fled, and is still sought and the cause and motive of the crash is "unclear". Of course, terrorism is not even suspected as a possibility by anyone.

Sunday (Feb. 26) in London, five car wash workers were injured when a suspected drunk driver lost control and struck them before being caught trying to flee the scene on foot.

Sunday, June 8, 2008 The Akihabara truck massacre  mass murder that took place on , in the Akihabara shopping quarter for electronics, video games, manga and anime in Sotokanda, Chiyoda, Tokyo, Japan. At 12:33. JST, a man drove into a crowd with a truck, eventually killing three people and injuring two; he then stabbed at least 12 people using a dagger (initially reported as a survival knife[1]), killing four people and injuring eight.[2][3][4][5]  Tokyo Metropolitan Police Department arrested Tomohiro Katō (加藤 智大 Katō Tomohiro?), 25, on suspicion of attempted murder.[4][5] The suspect, dressed then in a black T-shirt with a jacket and off-white trousers,[6] was a resident of Susono, Shizuoka.[4][7] He was held at the Manseibashi Police Station.[8] Two days later on June 10, he was sent to the Tokyo District Public Prosecutor's Office.[4][7] He was later re-arrested by the police on June 20 on suspicion of murder.[5][9][10] Katō was sentenced to death by the Tokyo District Court in 2011, and the sentence was upheld on appeal in 2015.[11]

30 June 2007 2007 Glasgow International Airport attack was a terrorist ramming attack which occurred on , at 15:11BST, when a dark green Jeep Cherokee loaded with propane canisters was driven into the glass doors of the Glasgow International Airport terminal and set ablaze.[3] It was the first terrorist attack to take place in Scotland since the Lockerbie bombing in 1988.[4] The attack occurred three days after the appointment of Scottish MP Gordon Brown as Prime Minister of the United Kingdom, but Downing Street dismissed suggestions of a connection,[5] although a close link was quickly established to the 2007 London car bombs the previous day.

2006 UNC Iranian Muslim Terrorist Revenge SUV attack In March 2006, Mohammed Reza Taheri-azar, an Iranian-American, intentionally, as he confessed, hit people with a sport utility vehicle on the campus of the University of North Carolina (UNC) at Chapel Hill to "avenge the deaths of Muslimsworldwide" and to "punish" the United States government. While no one was killed in the terror ramming attack, nine people were injured  he turned himself in and was arrested. He pleaded guilty to nine counts of attempted first-degree murder, and in 2008 was sentenced to 33 years in prison, on two counts of attempted murder.[2] In one letter, Taheri-azar wrote, "I was aiming to follow in the footsteps of one of my role models, Mohamed Atta, one of the9/11 hijackers,  He told investigators he wanted to "avenge the deaths or murders of Muslims around the world."[4]

(Ruled accident, not terrorism)  George Russell Weller 2003 Santa Monica Farmer's Market Rampage 73 victims, 10 dead 63 injured  July 16, 2003 Santa Monica Farmer's Market Massacre / Rampage left 10 dead and 63 hurt, after then 86-year-old George Ressell Weller's car either accidentally or intentionally roared through the market on the afternoon. The biweekly farmers' market was closed off, but he hit a car, then accelerated around a road closure sign, crashed through wooden sawhorses, and plowed through the busy marketplace crowd. He was found guilty of ten counts of vehicular manslaughter, the sentencing judge noted that Weller “showed enormous indifference” and “unbelievable callousness.” A jewish observer said it mirrored a terrorist attack in Israel. The judge sentenced Weller to five years' felony probation, saying that Weller deserved to go to prison, but at nearly 90 years of age and suffering from heart disease, he would simply be a burden to taxpayers. He was also ordered to pay about $107,100 in fines and restitution  Two of the victims were Jewish Iranians including a  grandson Brandon Esfahani Davidi in a stroller. Santa Monica is a center for Jews with seven Jewish congregations, four of them Orthodox.

Year 2001 

2001 Isla Vista killings February 23, 2001, a vehicular homicide and assault occurred in the student community of Isla Vista, California, near the University of California, Santa Barbara (UCSB) campus. Four people were killed and a fifth suffered critical injuries. The driver, David Attias, was ruled legally insane and sentenced to 60 years at a mental institution. In September 2012 the court approved Attias' conditional release into a monitored program.
