It appeared (or was staged) to be personal and not related to ethnic tensions. The two vendors got into a fight as one stabbed the other to death, and then started randomly stabbing bystanders in anger to death, and injured another two on the street as he fled before he was shot by police.
It was staged as an argument between two vendors but appears to be a double suicide to justify a mass killing of bystanders, fooling government and media into thinking it was not terrorist attack.

"But the odds of terrorist and violent attacks are still rare, so we call on people to stay calm," Pan told the Global Times. He added that there were many good Uyghur Samaritans, such as the young man from Xinjiang who donated blood soon after the Kunming terror attack, and many of them are appealing to fellow citizens to not discriminate against Uyghurs.

The fight broke out initially between two vendors in an open-air market in Changsha's Kaifu district, after which one vendor stabbed the other with a knife before going on to stab four other bystanders, Changsha municipal police department said on its official microblog site on Sina Weibo.
A local resident surnamed Wang said she believed the fight was personal, and had little to do with possible ethnic tension in the city.
"After he was done killing his friend, he went out and started randomly killing innocent people," she said.
"I saw [the aftermath]," Wang said. "One of those who died was an older woman, and one was from Xinjiang. The police didn't come for a long time after they were called."
"Abla was hacked to death by Turdi, who later stabbed four passersby as he ran away. Police shot Turdi, killing him," it said
