Retired KGB Maj. Gen. Oleg Kalugin described active measures as "the heart and soul of Soviet intelligence": "Not intelligence collection, but subversion: active measures to weaken the West, to drive wedges in the Western community alliances of all sorts, particularly NATO, to sow discord among allies, to weaken the United States in the eyes of the people of Europe, Asia, Africa, Latin America, and thus to prepare ground in case the war really occurs."[2]
Active measures was a system of special courses taught in the Andropov Institute of KGB situated at SVR headquarters in Yasenevo, near Moscow. The head of the "active measures department" was Yuri Modin, former controller of the Cambridge Five spy ring.[1]

First of all the KGb didn't go anywhere, collapse of the Soviet Union was planned under coordination with Gorbachev and it was part of Andropov plan's Perestroika (restructuring plan) to rebuild an empire based on state capitalist principles ruled by the former Soviet elites (Nunenklura) and KGB officers. The KGB structure never dismantled and further evolved and strengtnened after the Soviet assets were liquiditated and transferred to offshore safe havens for future operations and mainly recruitment, lobby and propaganda in the west. Retired KGB Maj. Gen. Oleg Kalugin described active measures as "the heart and soul of Soviet intelligence": "Not intelligence collection, but subversion: active measures to weaken the West, to drive wedges in the Western community alliances of all sorts, particularly NATO, to sow discord among allies, to weaken the United States in the eyes of the people of Europe, Asia, Africa, Latin America, and thus to prepare ground in case the war really occurs."[2]
Active measures was a system of special courses taught in the Andropov Institute of KGB situated at SVR headquarters in Yasenevo, near Moscow. The head of the "active measures department" was Yuri Modin, former controller of the Cambridge Five spy ring.[1]

First of all the KGb didn't go anywhere, collapse of the Soviet Union was planned under coordination with Gorbachev and it was part of Andropov plan's Perestroika (restructuring plan) to rebuild an empire based on state capitalist principles ruled by the former Soviet elites (Nunenklura) and KGB officers. The KGB structure never dismantled and further evolved and strengtnened after the Soviet assets were liquiditated and transferred to offshore safe havens for future operations and mainly recruitment, lobby and propaganda in the west. I believe the operational term here is: "Grey Terror".

There is an old book by a GRU defector who wrote under the pen name Viktor Suvorov. The book's title isSpetsnaz: The Inside Story of the Soviet Special Forces. Chapter 15 in this book is about Spetsnaz's role at the outset of World War III. It makes very interesting reading.

Furthermore, a 2001 thesis presented at the U.S. Army Command and General Staff College using information from Soviet archives and from Oleg Kalugin, indicates that the Pueblo incident may have taken place because the Soviets wanted to study equipment described in documents supplied to them by Walker.[9]
