For over a decade, the United States has considered the Horn of Africa—Kenya, Ethiopia,. Djibouti, Somalia, Eritrea, and Sudan—a major source of terrorism. (United States Institute of Peace)

Djibouti borders Somali to the south. It is a former French colony with a French military base and the only U.S. military base in Africa. Foreign navies use the port to police against pirates from Somalia.  Djibouti has contributed troops in Somalia as part of the African Union Mission in Somalia which helped drive al Shabaab from Somalia's capital, Mogadishu.

1 arrest, FBI investigation February 4, 2014 Somali Derie O. Mohamed Arrested For School Trespass Somali man Derie O. Mohamed trespassed into a Tonawanda New York school without signing in to tell officials he  "glad that security was tight at the school because of Sandy Hook"  he stated that he was glad that security was tight at the school because of Sandy Hook and asked if teachers should be armed against gunment. Suspect was arrested and charged with third-degree criminal trespassing as told officers “I am not a terrorist”. The FBI knew he had just returned from terrorism-torn Somalia in December and has also visited Djibouti, and interviewed Mohamed before sending him to jail. He had previously been arrested in 2010 for stealing alcohol from a gas station, and in 2006 for driving like a terrorist, charged with obstructing government administration, reckless driving, speeding, passing through a red light, improper right turn, failure to yield and failure to obey police. He had allegedly evaded police and drove from the City of Tonawanda into Buffalo, running multiple red lights. Various counterjihad bloggers speculated on his motives.
