Hospital attack ---
Terroristic Incidents

Are terrorist targeting medical centers, doctors and medical workers? Or is it only in Pakistan where terrorists attack hospitals? In the US and China it is only crazy people with no motive or upset with their medical care.

Subset of workplace violence

In China, doctors want to quit because of workplace violence: In October 2013, there were 3 incidents including 2 murders of doctors. Nearly 40% of medical personnel surveyed at 316 hospitals nationwide from December 2012 to July 2013 said they plan to give up their profession due to increased violence in hospitals.
over the 10 years to the end of 2011, details of 124 incidents of serious violence in hospitals have been collated. The incidents included 29 murders and 52 serious injuries, most of which were caused by stabbing or head injury. Others included a doctor who had acid poured on his face, another who had her throat cut, and an explosion in a hospital that caused five deaths and many injuries. Seventy eight of these incidents took place at specialist hospitals. Although most of the reported victims were doctors, nurses and other hospital staff have also been harmed.

Interesting: Attacks on doctors by former patients resembles attacks on lawyers by their former clients:

Year 2015

October 29th, 2015| German Migrants: Outbreaks of violence in the emergency department RP Google translate Rioting [largely muslim migrant] patients in emergency rooms are increasingly victimizing hospital workers. Nurses and doctors in Elisabeth-Krankenhaus are abused, insulted, beaten and threatened. by Gabi Peters. patient in the emergency department at the Elisabeth Hospital completely flipped out,  grabbed a worker so firmly in a headlock that she suffered bruises. It could have been worse if there was not a security service instituted because in recent years, attacks have increased dramatically on the staff . A survey of 100 clinics in Germany, Austria and Switzerland showed: 73 percent of respondents complained about assaults, ranging from insults and scuffles to punches and kicks. In the emergency department at the Elisabeth Hospital even patients have already surfaced with weapons, and workers have spoken about deserving "hazard pay" Patients now can only get water in plastic cups after a man struck a worker in the neck [like a trained commando] with a water bottle and went after the rest of the staff. It was one of the reasons why pure security switched to protection of staff and other patients. In addition to physical violence and damage to property, the helpers also experience frequent verbal gaffes. Bräuer:  According to Bräuer it's not just the patients under drugs or alcohol, the rampage. Impatience play a huge role as many do not want to wait for an appointment with the specialist for surgery. Many foreign nationals who go ballistic in such cases as workers face a platton of of aggressive family members..

  3. Now a Chinese man unhappy with the results of an operation on his nose stabbed a doctor at a hospital in Wenling city in the wealthy eastern province of Zhejiang to death and wounded two other doctors before he was restrained by security guards on October 25, 2013. And this is at least the third such attack in a week in China. Earlier in the week, a man killed himself by jumping from a hospital building after stabbing a doctor six times in northeastern Liaoning province after a disagreement over complications from surgery on his arm. And two doctors were also beaten up by angry family members of a patient who died in hospital in southern China's Guangdong province. Concern over attacks against medical personnel has been building in recent years, after several fatal incidents[1]. In 2011, a cancer patient in Beijing was arrested for attacking his doctor, also with a knife, after the surgeon said she was unable to remove a tumor. In 2012, 18-year-old Li Mengnan who believing he had been denied medical treatment for a spinal condition purchased a fruit knife at a store across from a hospital and used it to stab to death a 28-year-old intern. He wounded three other workers and was sentenced to life in prison. Violence against China’s medical personnel is on the rise, underscoring problems plaguing the country’s health-care system.
The average number of assaults on doctors increased to 27.3 per hospital in 2012, up from 20.6 in 2008, according to a survey from the Chinese Hospital Association. Factors driving the surge in violence include poor doctor-patient communication, high patient expenses, unsatisfactory treatment and a lack of medical resources. Emotions often run high at Chinese hospitals, a result of resentment over expensive and hard-to-access medical treatment. Anger can be compounded by the need to pay bribes to guarantee good service and supplement doctors’ usually low wages. If a doctor succeeds in curing them, patients are happy and willing to give bribes. But if a doctor receives bribes but fails to cure the patient, they lost both life and money, and the relatives will be extremely angry, it's impossible to ask them to behave in a rational manner. At the same time, China’s health-care system lacks a set procedure through which patients can take legal action when there are disputes or missteps in treatment. This lack of recourse, in addition to medication problems, such as lack of quality, contributes to 50% of health-care disputes.
Now many excellent doctors have resigned their jobs from large tertiary hospitals such as Yu Ying from PEKING UNION medical college hospital and Zhang Qiang from Tongji university east hospital. In a 2011 survey of 6,000 doctors by the Chinese Medical Doctor Association, 78% said they wouldn’t want their children to study medicine. And Nearly 40% of medical personnel surveyed at 316 hospitals nationwide from December 2012 to July 2013 said they plan to give up their profession due to increased violence in hospitals.
Now China plans to beef up security in its hospitals to prevent the deaths of doctors and nurses in attacks by patients' relatives outraged over the cost and quality of care. Because medical care is an important part of China’s social services and is key to maintaining social stability, as China’s population is rapidly aging and increasingly ailing due to a rise in chronic diseases. Therefore, some experts developed guidelines in order to reduce violence in China hospitals. The guidelines suggest that the number of security guards in each hospital should be at least one per 20 patient beds, or no less than 3% of medical staff. The guidelines also call for alarm buttons, security doors and scanning equipment to detect weapons, plus more camera surveillance and foot patrols. The measures form the latest salvo in China's "Safe Hospitals" campaign begun in 2007. Many urban hospitals have bought helmets and anti-stab vests for security guards and long sticks to keep attackers at bay. The most common weapon in China is usually a knife or kitchen chopper; guns remain rare. Besides the increased hardware, the authorities say better mediation of medical disputes is necessary and more education to guide patients to safeguard their rights in a rational manner. At the same time, experts recommended the establishment of an independent agency to handle medical malpractice disputes for patients who have no confidence in the hospital-run system. Finally, we need all sectors of society and the government to face up to this, and make a self-criticism! Otherwise China’s medical service has no future!
