Police accept "voices" and "ghosts" and "imaginary threats" as a motive, but they won't even consider not terrorism if it can be explained by mental illness. You might be a terrorist if you blame the attack on hearing voices.

He fired at two moving vehicles, telling police he heard voices directing him to fire on one of the occupied vehicles. it does not appear to be related to any potential domestic terrorism.
January 7, 2016 1 injured 1 arrested Edward Archer Self Admitted ISIS Cop Assassin Terrorist In West Philadelphia, in the late evening, a gunman in a muslim style gown shot Philadelphia police officer Jesse Hartnett, who was driving a marked police car. Hartnett survived, despite being shot multiple times in the left arm. He was able to get out of his car to shoot the fleeing suspect, Edward Archer. Later in the hospital, Archer claimed that he pledged allegiance to ISIS and did the attack for Allah while the mayor dismissed any connection to Islam. The Federal Bureau of Investigation (FBI) is investigating the shooting as a terrorist attack though some experts call him a lone wolf with no connection to actual terror groups, others says he is just a troubled man with no connection or motive to terrorism.

Wednesday October 23, 2013 Voices Tell Belarus Illegal Immigrant To Set Church Afire In Burlington Vermont, Alaiksandr Bychkou, 32, told authorities a cover story that voices told him there was a treasure in the steeple at the CollegeStreet Congregational Church but he didn't find any. He was found in the church basement as the steeple erupted in flames and smoke. Bychkou is a Belarus native who overstayed his visa. He was facing federal deportation proceedings in 2014. He was warned four years before he was in the United States illegally and was facing a deportation proceeding in Boston in 2014.He was picked up in Reno, Nevada, and was deportable. The church was not destroyed, but the steeple was a total loss.
Vancouver boy 11 bring handgun, knives and ammo to school October 23, 2013 Vancouver, Washington An 11-year-old boy is arrested for investigation of attempted murder after bringing a gun, knives and more than 400 rounds of ammunition to his Vancouver middle school, and he has been expelled. The parents called after they noticed knives were missing. Frontier Middle School notified police that ammo had been discovered at the school. There were no previous indications of problems with the student. The student told a judge an unlikely cover story that voices told him to shoot at a bully in the arm to protect a friend, and then shoot himself.

Seattle Yacht Club Boat Rampage September 15, 2013 22-year-old Texas man visiting Washington Michael Bray was naked from waist down when commandeered the Para-a-gon, a 42-foot Bayliner yacht at the Queen City Yacht Club in Seattle. He had broken into the locked cabin to find the keys. He went on a rampage ramming other boats and docks before citizen Dve Svensen borrowed a gun and wounded him in the face and hands with a shotgun because he was about to hit a boat where someone lived aboard. He was hospitalized having caused an estimated $483,000 damage. He told police a cover story that he drank a six-pack of beer and was taking ecstasy and psychedelic mushrooms, and that he was a CIA agent who had to knock an "asian female ninja" from a Steven Segal movie off the boat who had been shooting at him.

September 14, 2013 Random Stabbing Kills Professor after Sounders soccer game After a Seattle Sounders soccer game, suspect 44 year old Donnell Jackson was arrested after he stabbed english professor Troy Wolff to death as he defended his partner Kristin Ito who was also stabbed but survived. The suspect dropped the knife and he told arresting officers that he saw the man aim a gun at him at the train station and the victims were part of a group holding people hostage in South Seattle, and he recorded the whole thing on a cellphone that he threw onto the railroad tracks. Described as a black male who was "dangerous and mentally ill", Jackson told police he was schizophrenic and off his medication for months and his family was worried about his mental health. He had violated his probation in California for setting a grass fire near a highway.

He had distressing auditory hallucinations and heard voices telling him to do things. He said Matthews now understood he suffered from a mental illness which had contributed to his criminal behaviour in the past. Matthews has a long record including committing wounding, assault and grievous bodily harm. He had previously been sent to jail for making hoax emergency calls, and convicted of aggravated burglary has possibly suffered from psychotic illness for a decade.
