Definition of Domestic Terrorism

According to US Code (a.k.a. laws passed by Congress), the official definition of domestic terrorism MUST: (18 U.S.C. S 2331)

- Involve acts dangerous to human life that violate federal or state law;
- Appear intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination. or kidnapping; and
- Occur primarily within the territorial jurisdiction of the U.S.

While I suppose you could argue disrupting the power grid could be dangerous to human life on some level, there was no human life put in direct danger and I’m guess that was intended. On the second point, I don’t see that characteristic applying either. So, according to the laws created by Congress, this certainly would not qualify as a terrorist act.
