Montano was an illegal immigrant county resident, from Bolivia. he been released into the custody of Homeland Security awaiting deportation after being arrested twice for drunk driving. He pleaded guilty to driving while intoxicated and driving without a license and was convicted of murder at another trial, sentenced to 20 years in prison.
