His motive was unknown but he appeard to be determined to kill as many people, and methodically pulled the trigger, emptied his clip, and reloaded with military efficiency. He appeared to suffer from mental issues as he filed a  2017 and 2018 lawsuit demanding  $5 million in damages. which was rejected as "delusional" claiming electronic harassment and stalking against CNBC and TD Ameritrade. Police have not found a motive, but terrorism was never considered as a possibility.

September 6, 2018 Omar Santa-Pere Cincinnati Mass Shooting Spree mass shooting occurred in Cincinnati, Ohio  At 9:10 AM EDT, Omar Santa Perez, 29, armed like a terrorist opened fire with a Taurus PT-809E 9mm pistol equipped with standard and especially deadly military style hollow-point ammunition in the lobby of  a bank at the Fifth Third Center in downtown Cincinnati, Ohio, killing 3.  Unlike other attacks he had only one weapon which jammed instead of two, but with 250 rounds of ammunition, the coroner said he was "intent on determined to kill as many people as possible without hesitationbut a whole lot of rounds of ammunition." "He didn’t hesitate to pull the trigger, empty his clip, reload and do it again and again and again.”  Police confronted him and killed him less than 5 minutes after he began shooting. (6)

In  2017 filed a lawsuit in 2017 against CNBC Universal Media LLC and TD Ameritrade Holding Corp.  He made delusional Electronic Harassment Conspiracy Theory claims that companies sought to invade his "private life by tapping into the electronic devices and feeding off attachments such as audio speakers and digital cameras." even though they never published any of his information.  He wrote the alleged hacking began after he communicated with a woman on social media in early 2017. initially demanded more than $5 million in damages. In federal court, he demanded $3.3 million.
He claimed he had about $700 in stocks and owed about $800 to T-Mobile and University of Cincinnati Health.   June 25, Federal Magistrate Karen Litkovitz in her recommendation to dismiss the case wrote that Santa Perez's allegations were "rambling, difficult to decipher and borders on delusional." (1)  Although Omar Santa Perez had a history of petty crime  and possible mental health issues, it is not clear how he was able to purchase a gun legally in Ohio. (2) His victims appeared to be random and it was  less than two weeks after a mass shooting in Jacksonville at a video game tournament less than two months after a shooting at the Capital Gazette in Maryland (3) Police don't know what motivated the attack. (5) No media made any reference to any possible terrorist motive.

He was born in San Juan, Puerto Rico and grew up in Anderson, South Carolina. A classmate says he was soft spoken and shy. He moved to Cincinnati in 2015. He was caught with marijuana possession in Palm Beach, Florida, and also has a trespassing charge on his record. He was fired by two different companies. He was also a part time college student at Cincinnati State, (4)

The security guard first used pepper spray, but then she fired her gun and shot him once in the chest. The suspect has made previous threats against Fox News, as well as law enforcement, and was known to both Fox News executives and local police.(4) Odemns had sent rambling emails to the Fox station, and other news organizations, including WTOP, often copying long segments from Wikipedia, discussing artificial intelligence, mind control and machine learning.  On October 1, 2014 George Lee Odemns filed a complaint against twelve corporate defendants—retailer Wal-Mart, media giants BET, Vivendi, Total, Sienens, Dreamworks, C.C. Media Holdings,  Lions Gate Entertainment, Goengergies Holdings, and Baker Hughes oil company Chevron Corp. airline Air China, alleging all of the Defendants illegally planted in him a nano-chip that records his “thoughts, dreams, words, concepts and behaviors of my emotions, mental ability and also physical,” and used the information for their financial benefit. He also claimed “violation of the U.S. Constitution, his civil rights, tort, plagiarism, negligence, conspiracy to murder, conspiracy to defraud and identity fraud. He demanded nearly a trillion  $918,800,000,000 in damages. (7)

Incident[edit]

Prior to the attack Santa-Perez had entered a sandwich shop and potentially visited other businesses in the building before returning to the bank and opening fire.[3] Those killed in the attack were identified as two bank employees and a contractor.[6] Two other victims were injured in the attack.[7] Santa-Perez's gun reportedly jammed at least once during his shooting spree.[6]
When officers approached the lobby of the Fifth Third Center, they encountered an active shooter situation, with Santa-Perez actively firing into the lobby. Four of the responding officers engaged the shooter with their weapons, striking Santa-Perez multiple times.[8] Body camera footage of the shooting released by the Cincinnati Police Department showed Santa-Perez indiscriminately shooting at any person he saw,[9] and the gunman was later shot dead through a glass pane by police.[2][5][9]
The Hamilton Country Coroner told reporters "He [Santa-Perez] had one weapon but a whole lot of rounds of ammunition. And he didn't hesitate. He didn't hesitate to pull the trigger, empty his clip, release and do it again and again and again."[4]

Victims[edit]

One of the victims was reported deceased by first responders at the scene, while two others were declared deceased after arriving at the University of Cincinnati Medical Center. Two other victims were also transported, with one listed in critical condition and the other in fair.[3]

Investigation[edit]

Speaking at a press conference, Cincinnati mayor John Cranley stated that initial reports appeared to show that the victims were shot at random and that, "it didn't appear to be a dispute between people."[7]
During initial investigation, it was discovered by police that the shooter was carrying hundreds of rounds of ammunition and "...could've killed over 100 people."[2] Body camera footage was released by law enforcement on September 8, which documented the officers movements after confronting the gunman.[6]

Death

On Thursday September 6, 2018, Perez was killed in a shootoutwith police ​after he allegedly killed three people and wounded two others at a bank in downtown Cincinnati, Ohio ​. [5]

Perez had acted alone when he opened fire at the headquarters for the Fifth Third Bank near the Fountain Square. Authorities stated he is not a former or current employee of the bank. It is also unclear how he got to Fountain Square, but he entered multiple businesses before going to the bank. [3]

He had legally purchased a 9mm ​ semi-automatic pistol ​, which was recovered on the scene. Perez had multiple magazines and around 200 rounds of ammunition. [5]
