4 killed 21 injured in deliberate attack March 13, 2014 Rashad Charjuan Owens Rampage Mows Down Texas Crowd 21-year-old aspiring rapper and father of six from Killeen, was charged Friday with one count of capital murder. He was scheduled to peform as a rapper but after being stopped at a DWI checkpoint, he sped away in his stolen car, almost hitting a police officer, then went the wrong way on Ninth Street, plowed through a barricade on Red River Street, and hit the people in the crowd. He also struck a taxi and drove onto a curb and into a parking lot before hitting a van, then the jumped out and ran. “This is an individual that committed an intentional act,” Austin Police Chief Art Acevedo said His cover story he told authorities was he’d lost control, and “drove off because he didn’t know he had to call police.”
Owens was driving drunk and fleeing police when he drove a stolen car through a crowd of festival goers on Red River Street. Jamie West, 27, and Steven Craenmehr, 35, died at the scene. Deandre Tatum, 18, and Sandy Le, 26, died in the days that followed. On September 24, 2015, Owens pleaded not guilty to capital murder and four counts of murder. His trial started Nov 2, 2015. Prosecutors previously said they will not seek the death penalty in the case against Owens

- In September 2010, Owens was arrested in Texas by the Killeen Independent School District police for criminal trespassing. He pleaded guilty and was convicted in October 2010.
- Pleaded guilty to DUI in 2011 case
- Pleaded guilty in November 2011 to intoxicated driving after a hit-and-run incident in Alaska. DWI and leaving the scene of an accident after an incident Oct. 17, 2011, in Fairbanks. The prosecution dismissed the second charge at the time.

Owens sped away from an officer after being stopped on suspicion of DWI a few blocks earlier.
Owens almost hit a police officer with the car while trying to get away, according to police. He then went the wrong way on Ninth Street, plowed through a barricade on Red River Street, and hit the people in the crowd.
“This is an individual that committed an intentional act,” Austin Police Chief Art Acevedo said of the suspect.
Owens then went through the intersection at 10th Street before crashing into Craenmehr and West at the intersection of Red River and 11th Street. He also struck a taxi and drove onto a curb and into a parking lot before hitting a van.
Owens had previously been charged with DUI and leaving the scene of a 2011 incident in Alaska. He was also arrested in Bell County, Texas in 2012.
He pleaded guilty in November 2011 to intoxicated driving after a hit-and-run incident in Alaska.
