April 23, 2019 Man Deliberately Rams Drives Into Crowd  Silicon Valley Sunnyvale CA Sunnyvale Department of Public Safety says a man Isaiah Joel Peoples, deliberately drove into a group of 8 pedestrians people at  El Camino Real and Sunnyvale Saratoga Road. He was heard moaning Thank you, Jesus, over and over [4] Before the crash, he had just delivered food to his Bible study group.   A girl, identified only by her first name, Dhriti, also had a fractured pelvis.  The girl’s father and 9-year-old brother, Prakhar, also were hurt. Other victims who were mostly not Asian Indians injured in the crash were  Marina Reimler, 32; Soeren Reimler, 33; Ping Lu, 51; Rajesh Narayan, 45;  Eric Nava, 24; and Miguel, 15, who was identified only by his first name. [10] Peoples'  brother said when Isaiah is not taking his medication, he can often be seen rocking back-and-forth in a corner or lapses into a hyper religious state where he sings Christian songs out loud” Their mother cited her sons struggles with PTSD,and discharged from the Army because of the disorder.  The FBI has gotten involved but they have no indications that it was an act of domestic terrorism but they believe the suspect acted deliberately.[4] Later Sunnyvale police believe the driver,  targeted the Indian / South Asian  [9]  victims because he believed they were Muslim [6] . The FBI has opened a federal hate crime rather than a terrorist investigation [7]  As Bay Area Muslims were unsettled and concerned about the crash that may have been a hate crime against their religion [8]

His race is not identified, but he's not white, he looks Hispanic or Filipino or central south American.

Sunnyvale crash suspect was headed to Bible class: police – KRON4    — A former Army sharpshooter with a history of post-traumatic stress disorder plowed his car at high speed into a group of pedestrians in a Silicon Valley suburb, injuring eight people, then told authorities that he intentionally hit them, police said. Isaiah Joel Peoples, 34, gave no indication why he targeted the group in Sunnyvale, California, authorities said. In a phone interview with this news organization, his older brother, Joshua Peoples, Isaiah Peoples served as a gunner and provided security for the Army in Iraq. He grew up in the Bay Area and got his bachelors degree at Sacramento State. His brother said Peoples had shown signs of post-traumatic stress disorder after returning from Iraq and had at one point been hospitalized for psychiatric issues. The brother said that their mother had spoken to Isaiah the day before the attack and said he seemed about to have another one of those episodes.
“He basically probably has no friends but the people he works with,” she said. “Hes an Army vet. Hes a good kid, never been arrested. I promise you: It was not deliberate. If anything, it was that Army.”

She said Peoples had “a bad episode” with PTSD in 2015, for which he was hospitalize

forced her son to retire because of PTSD. Pentagon spokeswoman Lt. Col Carla Gleason confirmed that he retired from the Army.

Peoples served as a civil affairs specialist in the Army Reserve from March 2004 to July 2009 and attained the rank of sergeant, and he was deployed to Iraq from June 2005 to May 2006, according to another Pentagon spokesman, Lt. Col. Emanuel Ortiz. He did not answer questions about whether Peoples departure from the Army was due to PTSD.

Ngo said Thursday Peoples was honorably discharged from the Army and that police were investigating the PTSD report. He said Peoples has no criminal record and owned one weapon, a disassembled and inoperable shotgun that was in the trunk of his vehicle.

He wouldnt even run a yellow light, she said. After his return from duty, however, Isaiah suffered bouts of what his mother described to his brother as post-traumatic stress syndrome, and he sought treatment at a hospital. But it was something he mostly kept from his big brother, who said he heard it from their mother and sister. It is not clear whether Isaiah Peoples was ever diagnosed with PTSD.

Investigators are still trying to piece together Peoples’ movements on Tuesday before the melee.

Sometime before the crash, he delivered food to his Bible study group. But police did not release any other information about where Peoples might have gone or what he might have done Tuesday, except to say that he had an unassembled shotgun in his car.

Nor can authorities pinpoint any clear motive for why Peoples, 34, an Army veteran and government defense auditor from Sunnyvale, might have run his car into the crosswalk and then onto the sidewalk, sending people flying.

What Sunnyvale Director of Public Safety Phan Ngo did say, though, was that he showed no remorse when he was interviewed by investigators.

He reiterated that while the FBI was alerted after the crash, there are so far no indications that the attack was an act of terrorism or that Peoples had any terrorist ties.

LinkedIn page described his military duties as presenting reports that verified vehicle inspections, planning details of daily missions with the commander and helping to coordinate 30 to 40 projects for water, schools, roads and medical needs for local civilians. Before working in civil affairs, he served as a gunner and provided security, according to his brother. His awards included an Army Commendation Medal, Iraq Campaign Medal, Combat Action Badge and Global War on Terrorism Service Medal. Peoples was honorably discharged, Ngo said Thursday.

described Peoples as saying, “I love you, Jesus,” “Thank you Jesus,” and “Praise Jesus,” or words to that effect after the crash, language that continued as he was being taken from the scene in handcuffs. Peoples’ father was a nondenominational pastor.

According to the DMV, Peoples has a clean driving record and a valid driver’s license and car registration. A search of court records found no indication of a criminal histor
