December 16-17, 2018 3 killed 7 injured suspect suicide by crash Gustavo Garcia Personal Terror Spree Illegal immigrant just released after arrest despite ICE hold went on a robbery, shooting and carjacking rampage, died in a high-speed wrong way crash during which he intentionally tried to smash into other cars.

 Suspect Gustavo Garcia, 36, who was ejected from a vehicle and died going the wrong way on Highway 65, intentionally trying to hit cars at 100 miles per hour. (3) then crashed into 4 cars leaving one driver in critical condition and the other three minor injuries (4)  on Monday. The terror spree with no apparent motive starting with shooting a farm worker unpacking fruit in Exeter on Sunday, got into a gunfight with police, carjacked other farmworks, held up an Exeter gas station stealing 2-thousand dollars cash, shooting 2 rounds,  killing a stranger and shooting a woman in her arm and chest outside of a Motel 6 in Tulare (3)on Sunday, and early Monday morning, shooting and killing Farmersville father Rocky Jones outside a Visalia gas station in random acts of violence (1). 2:30 a.m. on Monday Gustavo Garcia shot and killed a man outside an AMPM gas station in Visalia on Lovers Lane. Less than an hour later, police believe he went to his ex-girlfriend's house, threatening her and shooting multiple rounds in her backyard.  6:30 a.m. deputies started a brief pursuit, Garcia's car broke down, and he shot at police as he ran away and carjacked farmworkers.  Police also believe Garcia was responsible for killing Rolando Soto in Lindsay on Sunday (2) (1) Police say he was on a 24 hour "personal reign of terror". He has illegal immigration holds in 2004, 2012, and 2014 and was deported in 2014.(3).  ICE lodged an immigration detainer on Friday after learning of his arrest  for being under the influence of a controlled substance, but  he was released from custody later that day without any notification to ICE.

  ICE said Junior “Gustavo” Garcia-Ruiz, the suspect in a string of crimes Dec. 17, 2018, wasillegally in the country and  “this deadly rampage could have been prevented if ICE had been notified of his release” by the Tulare County Sheriff’s Office.  ICE said its agency lodged an immigration detainer for Garcia-Ruiz on Friday after learning of his arrest by the Tulare County Sheriff’s Office for being under the influence of a controlled substance.  “However, that detainer was not honored,” ICE wrote, “and he was released from custody later that day without any notification to ICE.”
