We give Egypt billions for M-1 tanks and F-16s it doesn't need, but don't give the Philippines enough money to man a seaworthy ship and supply it???
China's strategy is to build a death star with a radar bubble and helipad, the Philippines tosses out a rusty old LST that has to fish for itself and can't even afford to keep the grass of an old airstrip.
