The gunman apparently shot and killed his first victim in a car outside the three-story building where he worked for the public utilities department, known as Building 2. Then, using his badge to enter the employee-only area of the building, he went floor to floor firing on his co-workers indiscriminately, according to police. By the end, he had killed 12 people and wounded another four in the attack — three of whom were still in critical condition as of Saturday.

Shooting[edit]

The perpetrator fatally shot a person in a car in the parking lot of Building 2 of the Virginia Beach Municipal Center before entering the building and shooting people on all three floors.[1] The building housed the city's public works, utilities, and planning departments in an open-government facility with no additional security to enter but security passes required for accessing employee areas and conference rooms.[1][2] He fired indiscriminately[3][4] and there was no immediate indication that he had targeted anyone in particular.[5] He was fatally shot during a prolonged gunfight with law enforcement personnel who responded to the scene.[5]
Some members of the public and employees were initially unaware of the shooter, and many were alerted by phone calls, text messages or word of mouth to shelter in place or evacuate the location.[6] The confusion was in part due to renovations that were underway at the time leading many to believe the shots were a nail gun or another tool.[7] An active shooter situation at the municipal center was confirmed by the city manager around 4:40 p.m.[8]
The FBI, the ATF, and the Department of Homeland Security responded to assist local and state police.[9][10] Two semi-automatic pistols and a silencer[11] used in the shooting were found at the scene.[12] The perpetrator had purchased them legally[12] within the last three years.[13]
Eyewitnesses said that the perpetrator seemed completely normal in the hours leading up to the shooting. One eyewitness said that they saw the perpetrator brushing his teeth in the bathroom as he always did and did not seem agitated, while another eyewitness said that the perpetrator wished him a "good day" mere moments before the shooting.[14][15]

Victims[edit]

Twelve people were fatally shot by the perpetrator. Eleven were city employees and one was a contractor who was in the building to obtain a permit. The employees had a combined 150 years of service to the city, with one of them having served the city for 41 years. Six of the employees worked in the city's public utilities department, which is the same department in which the suspect worked.[16]
Six victims were taken to local hospitals for injuries sustained during the shooting. Sentara Healthcare reported that five of the victims were taken to Sentara Virginia Beach General Hospital and a sixth to Sentara Princess Anne Hospital.[17] One of the injured victims was a law enforcement officer who sustained wounds while exchanging fire with Craddock.[18]

Perpetrator[edit]

DeWayne Craddock (October 15, 1978[19] – May 31, 2019) was identified by police as the perpetrator.[1] He worked as an engineer in the city's public utilities department, giving him a security pass to enter the building where the shooting took place.[20] In the days prior to the shooting, Craddock was allegedly involved in "physical scuffles" with fellow city employees, and was threatened with "disciplinary action".[21] A few hours before the shooting, he resigned from his position in an email he sent to city management.[22] The city manager said that Craddock resigned "within good standing in his department" and that he "had no issues of discipline ongoing."[15] Craddock had no prior criminal violations with the exception of minor traffic violations.[21]
Within the span of at least the last three years, Craddock began legally acquiring firearms. Two .45 ACP pistols were used in the shooting and two more weapons were found at Craddock's residence, one of which was another pistol of the .45 ACP caliber. The fourth weapon is still being checked by authorities.[23]
Craddock graduated in 1996 from Denbigh High School in Newport News.[1] Between 1996 and 2002, he served in the Virginia Army National Guard in Norfolk as a cannon crew member with the First Battalion, 111th Field Artillery Regiment. At the time of his discharge he held the rank of Specialist/E-4 and had not been deployed for combat service.[14] In 2002, he graduated from Old Dominion University with a degree in civil engineering. Prior to joining the City of Viriginia Beach, he worked as a project engineer for MSA, P.C., a consulting firm.[24]

Aftermath[edit]

Multiple vigils were organized for the victims of the shooting by churches and other organizations.[25] Members of the Courthouse Community United Methodist Church prepared food for the law enforcement officers at the scene, after it was secured.[5]
The day after the shooting, Virginia Beach authorities held a news conference which included a detailed presentation on the names, photos, and job titles of the twelve victims who were killed, including the towns in which they lived.[26] They announced the perpetrators name only once, vowing that it would be the only time they would ever do so.[26]

Reactions[edit]

Virginia Governor Ralph Northam issued a statement on Twitter saying, "My heart breaks for the victims of this devastating shooting, their families, and all who loved them."[27] Virginia Attorney General Mark Herring said, "In recent years there have been mass shootings at American elementary schools, colleges, government buildings, offices, concerts, movie theaters, nightclubs, even churches, mosques, and synagogues. We have to do more to stop this kind of violence."[28] Virginia Beach Mayor Bobby Dyer said, "This is the most devastating day in the history of Virginia Beach."[29] Dyer has also attempted to quell both sides of the gun control debate stating he wanted to avoid the "knee jerk reaction" and "bipartisan bureaucratic malpractice."[15]
Virginia's U.S. Senator, Tim Kaine, promised to "keep pushing for Congress to take action to prevent the daily scourge of gun violence in America."[28] Virginia's other U.S. Senator, Mark Warner, thanked law enforcement for their response.[30] U.S. Representative Elaine Luria, who represents Virginia Beach, offered sympathies and thanked "first responders and law enforcement for risking their lives to bring a suspect into custody." She further said that the incident "is more proof Congress must act to prevent gun violence."[31] U.S. President Donald Trump also offered condolences,[32] as did House SpeakerNancy Pelosi.[18]
On June 1, 2019, Craddock's family issued a statement by posting a handwritten sign on the front door of a family member's home. The sign said that the family "wishes to send our heart felt condolences to the victims" and that, while they were grieving, they "wish to focus on the victims and lives loss during yesterdays tragic event."[18]

On May 7, 2019, a school shooting occurred at STEM School Highlands Ranch, a charter school located in Douglas County, Colorado, United States, in the Denver suburb of Highlands Ranch. One student was killed and eight others were injured.[3]  

Background[edit]

The K-12 charter school held approximately 1,850 students.[4] At the time of the shooting, it had no police officer assigned to it and used private security instead.[5] There were multiple concerns about the area and school seen both online and in the area and school.
In December 2018, an anonymous parent reportedly called the Douglas County School Board of Education's director to express concerns about the school, specifically about bullying and violence.[6] The allegations were taken seriously and a district official wrote a letter on December 19, 2018 urging the School Executive Director to investigate concerns to determine their legitimacy and to take any remedial action that may be appropriate.[7] The school has since filed a defamation lawsuit against the parent who had raised allegations that the school was a pressure cooker for violence or a school shooting.[8]
On April 16, 2019, four days before the 20th anniversary of the Columbine High School shooting, a woman had made threats and prompted the lockdown of schools including the STEM school across the Denver area.[9]
On April 29, 2019, the Wikipedia entry for the STEM School Highlands Ranch featured the sentence: "Anti suicide programs are implemented [in the school] to help lower chances of suicide and school shootings." The following comment was added by an anonymous editor that day: "Do they work? We shall see". KDVR described this as "a possible warning". All anonymous edits to Wikipedia leave an IP address of the editor's computer, and according to an IP address lookup website, the location of the edit appears to be Littleton, Colorado, which is near where the shooting occurred, and no other edits to Wikipedia were made by that IP address. The comment was eventually deleted from the page.[10][11][12]

Shooting[edit]

At 1:53 PM local time, two perpetrators went into the school carrying handguns and other weapons.[5] They opened fire in two separate locations, shooting several students.[13] The school proceeded to announce a lockdown,[5] and the Douglas County Sheriff's Office issued a warning via Twitter to avoid the area, describing it as an "unstable situation".[14] Police responded to the school two minutes after the first 911 call and a bomb disposal robot was brought to the school after tactical gear was found inside one of the suspects' vehicles.[15] A direct two-way radio link to Douglas County Sheriff's dispatch center is credited with the prompt response; the STEM School is one of only a few so equipped.[16]
According to a student, Devon Erickson allegedly pulled out a gun and yelled, "nobody move". Kendrick Ray Castillo jumped on him and was fatally shot in the chest.[17] Erickson was then subdued and disarmed by two other students. This occurred in the high school section of STEM, while Alec McKinney, the other alleged shooter, targeted the middle school section and wounded eight students.[18]
Officers did not have to fire at the suspects prior to them being taken into custody, later confirming that at least two handguns were used in the shooting, with three handguns and a rifle recovered. However, there was an instance of friendly fire during the response in which a private security guard reacted to a muzzle of a gun coming around the corner, that was later established to be held by a Douglas County Sheriffs deputy.[19] Officers also went to Erickson's home and seized a car with hand-painted graffiti that read "Fuck society" as well as "666" and a pentagram.[20]

Victims[edit]

One student was killed and eight others were injured in the shooting. Two are in serious condition.[3] Officials told reporters that the youngest victim is 15 years old.[21] There were no staff deaths or injuries; all victims were students.[22]
At least three students, 18-year-old seniors Kendrick Ray Castillo, Joshua Jones, and Brendan Bialy lunged at an attacker, later identified as Erickson. The three students jumped from their desks and slammed the gunman against the wall. The shooter fired off several shots as they struggled with him. Castillo was killed in the process, the only student killed during the shooting. Jones was shot twice, receiving non-life-threatening injuries in his leg and hip. Bialy managed to wrestle the handgun away from the shooter during the struggle.[23][24][25][26][27]

Two suspects, who were students at the school,[28] were taken into custody in two separate locations following the shooting.[29][30] Local media outlets reported that the weapons used by the suspects were stolen from a parent, and that neither were known to law enforcement prior to the attack.[31] Some media outlets made an effort to avoid reporting the suspect's identities, in an effort to take part in the #NoNotoriety campaign which seeks to avoid "rewarding" the shooters with attention.[32]
One suspect was later publicly identified as an 18-year-old male, Devon Erickson (born ca. 2001, in Highlands Ranch, Colorado) .[33] According to an interview with one of the STEM school students, over repeated occasions Erickson made jokes about school shootings and had even gone as far as to tell those around him, "don't come to school."[34] On Snapchat, Erickson used the screen name 'devonkillz'.[35] Erickson was booked on 30 criminal counts, which included one count of first-degree murder and 29 counts of attempted first-degree murder. He is being held without bond pending the next court appearance.[20]
The other suspect is a 16-year-old transgender boy[36] listed on the court docket as Maya Elizabeth McKinney,[37] who uses the first name Alec.[38][2][39]

Court proceedings[edit]

After the initial May 8 court appearance, Erickson and McKinney were formally criminally charged for the shooting at a May 15 court hearing in the Douglas County court. Each of the two suspects was charged with 48 criminal counts, including "first-degree murder after deliberation, arson and burglary". McKinney was charged as an adult, although his lawyers indicated that they will try to move his case to the juvenile court.[40]

President Trump issued a statement on Twitter the day after the shooting, thanking first responders for "bravely intervening" and writing, "We are in close contact with law enforcement".[41]
The White House Deputy Press Secretary Judd Deere issued a statement: "Our prayers are with the victims, family members, and all those affected" by the shooting, as did Republican Senator Cory Gardner: "The safety and comfort of our schools should never be taken away".[15] Democratic Representative Jason Crowsaid: "... we have a public health crisis on our hands ... It is not enough to send thoughts and prayers ... We must pass common-sense gun violence laws and ensure we are preparing our educators and law enforcement with the tools and resources necessary to create a safe and welcoming environment."[42][43]
Community gatherings were held after the shooting, which included an interfaith memorial vigil, a community service and dinner, and other memorials. During the vigil, a protest broke out and many students were heard saying "mental health".[44][45]A large portion of the students walked out of the event, which was organized by a local chapter of the Brady Campaign to Prevent Gun Violence. The walkout occurred after the students listened to speeches from members of the community and several politicians, who were perceived by the students to be more concerned with gun control than on the need to support the victims of the shooting.[46][47] One student wrote an opinion piece critical of the vigil, saying "many who attended this vigil desired to exploit our pain to support political agendas" and that there should have been more focus on "honoring Kendrick, 18, who rushed the shooter and was fatally shot".[48] Another interviewed shortly after the vigil claimed, "I understand calling for gun control but like these were handguns — these aren't AR-15s these kids are carrying. There's a law in Colorado you can't buy a handgun unless you're 21 – like how can you prevent that?"[31]
A couple of days after the shooting, there was a small local rally for increased school security.[49]

Multiple sources close to the investigation told Denver7 late Tuesday night that the second suspect, o a minor, is a transgender male who was in the midst of transitioning from female to male.
The sources said that the motive of the alleged shooters went beyond bullying and involved revenge and anger towards others at the school and that at least one of the suspects was involved in legal and illegal drug use and had been in therapy. Authorities recovered three handguns and a rifle but said the rifle was not used in the shooting.
