February 26, 2018  Fake Bombs and Anthrax Letter Sent to 2 Churches and High School in Rochester MN   Kyle John Miller, 20 of Dodge Center was arrested after he was found by police after a call of a suspicious man at a Mayo Clinic Generose Parking Ramp at St. Mary’s Hospital with a rifle pointed to his head. He shot himself, but it turned out to be a bb gun and he admitted to placing fake bombs and anthtrax letters at  Oak Hills Wesleyan Church and  Calvary Evangelical Church  and Century High school with threatening messages. The devices were determined to be harmless, and Miller had left an envelope at Century with $267 in cash for a scholarship, and one of the container he left at one of the churches had $100. During his arraignment, Miller’s bail was set $75,000. Miller was sent for a mental evaluation which determined that at the time of the offense, Miller “was laboring under such a defect of reason that he was unable to know the nature of the acts constituting the offenses charged in the complaint and he was not able to understand that his actions were wrong,” Miller was book and charged with five terrorist counts of threats of violence. Those charges were dismissed after a hearing on October 29, even though his actions seemed to anticipate later attacks in 2018 people sending letters with white powder, castor bean ricin letters and working pipe bombs to Trump family, pentagon and democratic leaders. After considering the available evidence, Judge Joseph Chase ruled that Miller was mentally ill and could not be held responsible for his actions.

ROCHESTER, Minn. – A not guilty plea has been entered in a case that sent police searching through Rochester for bombs and hazardous materials.
Kyle John Miller, 19 of Dodge Center, is charged with five counts of threats of violence. He was arrested on February 26 after police were called to the Generose Parking Ramp at St. Mary’s Hospital on a report of a man with a gun to his head. Officers say they found Miller with what appeared to be a rifle pointed at his head but it turned out to be a BB gun.

Rochester police say Miller claimed to have place explosives and other harmful substances around the city, which resulted in almost every on-duty officer heading out to check various locations. Oak Hills Wesleyan Church, Century High School, and Calvary Evangelical Church were among the places examined.

He told police his plan because he had a change of heart. He then told police that the items were not really bombs.   initially took him to Saint Marys for a mental evaluation. Once finished, he will be held at the Adult Detention Facility, Sherwin said. "We're going to book him into jail for terroristic threat charges. Also, there's a charge for real or simulated weapons of mass destruction."
