How Dangerous is ISIS to Israel?
    by Efraim Inbar
    BESA Center Perspectives
    September 7, 2015
http://www.meforum.org/5473/israel-isis Many Arabs are concerned less by the nature of ISIS atrocities than by the fact that they aren't committed primarily against Israelis. ISIS, a radical Islamist group, has killed thousands of people since it declared an Islamic caliphate in June 2014, with the city of Raqqa as its de facto capital. It captured tremendous international attention by swiftly conquering large swaths of land and by releasing gruesome pictures of beheadings and other means of executions. In Israel, concern is increasing as ISIS nears Israeli borders. Yet, several analyses of the threat ISIS poses to Israel seem to be unnecessarily alarmist. ISIS is primarily successful where there is a political void. Although the offensives in Syria and Iraq showed the Islamic State's tactical capabilities, they were directed against failed states with weakened militaries. When and where ISIS has met well organized opposition by non-state entities, such as that posed by Kurdish militias, the group's performance has been less convincing. .... success of ISIS is partly the result of the role played by Turkey. Ankara allows overseas volunteers to flock to ISIS training camps in Iraq. The same Turkish route is used by foreign experts that operate the oil infrastructure captured by ISIS. It is Turkish territory that is used to resupply ISIS and to treat its wounded. It is money from Gulf States that subsidizes ISIS activities. ...the relevant question is: What can ISIS do without outside support?

Hamilton Co. prosecutor criticizes ruling to set aside death penalty for killer of woman in 1997  CINCINNATI —Hamilton County Prosecutor Joe Deters is criticizing a decision by the state's high court to overturn the death sentence of a man who beat a Cincinnati woman to death in 1997 during a robbery that netted $50. In a 4-3 ruling Tuesday, the court rejected Rayshawn Johnson's sentence based on his troubled upbringing and his subsequent remorse. Johnson was convicted of killing Shanon Marks with a baseball bat in 1997. He was sentenced to death in 1998, but appealed in 2006. At that time, a federal court agreed with Johnson that he had received ineffective assistance of counsel during the mitigation phase of his trial and instructed the state to commute Johnson’s death sentence or hold a new mitigation hearing. A new jury recommended death again in January 2012. Deters said the decision affects one's faith in the criminal justice system. He said the attack against Marks was horrific. "This poor family, my God,” Deters said during a news conference Tuesday. Deters didn’t hold back while talking about the state’s decision. "It is one of the most heinous crimes we've ever seen,” Deters said. He says the attack against Marks was horrific. Marks was found in her home on Nov. 12, 1997, bludgeoned to death. Johnson entered the home she shared with her husband, and beat her to death with a baseball bat. "She was a wonderful citizen of this community that was taken like that," Deters said. "By a 4-to-3 decision they've decided that the mitigation now, because we're blaming grandma, is not outweighed by the horrible aggravation of what happened to Shannon.” It is a decision that Joe Deters said will re-victimize Mark’s family.

Jury to decide whether convicted black killer of  Shanon Marks should die - Nov 29, 2011
The final decision on whether Rayshawn Johnson will be executed will be resolved. Johnson was convicted of murder and sentenced to death in 1998 for the baseball bat bludgeoning death of his neighbor, 29-year-old Shanon Marks. Johnson lived in his grandmother's apartment that overlooked the home of Marks and her husband, who were planning to celebrate her third wedding anniversary that night. Johnson beat her with the bat 13 times, the last three in the head. Her husband found her body 13 hours later in a pool of her blood. In addition to the fatal blows that fractured her skull, she also suffered a broken jaw and a broken left arm. The assistant coroner in the case, Dr. Robert Pfalzgraf can’t forget it. “He said out of the 7,000 autopsies he’s done, he’ll never forget this because of her innocence” and how brutal it was.
