January 7, 2016  French police shoot dead a knife-wielding man, who was shouting "Allahu Akbar", outside a police station in Goutte d'Or, located in the 18th arrondissement ofParis. A piece of paper with an Islamic State flag and claim for the attack written in Arabic was found on his body. The incident is noted for taking place on the anniversary of last year's Charlie Hebdo shooting. Suspect identifed as Arab muslim  Moroccan-born Sallah Ali, born in 1995 in Casablanca, a homeless man who had been arrested for petty theft.  Among his possessions, investigators found an ISIS flag and a note claiming responsibility. Ali was not on the radar of anti-terror forces in France. Ali was homeless at the time of his death. Police quickly dismissed any connection to terrorism and saw no sign of radicalization, despite  Ali was wearing was a fake suicide vest typical of Arab terrorists, as well as an Arabic note claiming responsibility, and the flag of ISIS, so police are treating the incident as a case of attempted murder. French government minister Christiane Taubira said that it doesn’t appear that Ali had been radicalized, and was treated as attempted murder, not terrorism.  “What is very clear from what is known of this person, [he] has no connection with violent radicaliziation.” Anti-terror cops were quick to establish the purported suicide vest that Ali was wearing was a fake. Among his belongings were a note claiming responsibility for the attack which was written in Arabic as well as the flag of ISIS, reports France 24. A german refugee shelter was raided   after it emerged that the man had been carrying a mobile phone with a German SIM card when he was shot dead.

    In Paris, a man wearing an explosive belt attacked police officers with a meat cleaver, while shouting "Allahu Akbar!": he was shot dead and no other people were killed.[1][2]
    “On Thursday morning, a man attempted to attack a policeman at the reception of the police station before being hit by shots from the police,” said interior ministry spokesperson Pierre-Henry Brandet.
    “Bomb disposal experts are at the scene working to secure the site,” he said, adding that Interior Minister Bernard Cazeneuve had left for the scene. The explosive vest that the attacker wore, was later confirmed to be fake.[2]
    News of the attempted attack came after President Francois Hollande addressed New Year’s greetings to France’s police and gendarmes, and called for greater cooperation between the security services.
    The population of the Goutte d’Or district where the incident occurred is predominantly of north African and sub-Saharan African origin.[3]

    Suspect[edit]

    As of 10 November, French authorities believed the attacker to be Tunisian man named Tarek Belgacem, who had used a series of aliases and had been posing as an asylum-seeker, and living in a center for asylum-seekers in Western Germany.[4]

    Aftermath[edit]

    In light of this attack, and a similar attack on a U.S. police officer on the same day, officers of the New York City Police Departmentwere instructed to "exercise heightened vigilance" and take "proactive measures".[5]
