The story is familiar in New Orleans: gangs, guns, drugs. Retaliation.
Somebody shot somebody over something, so there was hell to pay, according to the police account of the Mother's Day 2013 mass shooting that left 19 people wounded and one trampled.
There are hundreds of shootings each year in New Orleans, but this one was different. This one focused national attention on the 7th Ward,raised questions about the safety of one of the city's most beloved traditions - the second-line parade - and became a rallying cry for officials seeking to crack down on 40 gangs they said were terrorizing neighborhoods.
One year later, nine people have been charged in connection with gang activity investigators say is behind the gunfire that erupted May 12, 2013, at Frenchmen and North Villere streets, bringing a bloody end to the parade through the 7th Ward.
"Last year's shooting during the Mother's Day second-line parade was an undeniable tragedy for the entire city of New Orleans," NOPD Superintendent Ronal Serpas said in a statement leading up the one-year anniversary. "Thanks to the hard work of the Multi-Agency Gang Unit, the suspects in this case are now facing federal charges and will be brought to justice."
Serpas issued the statement in response to an interview request.
Court papers made public in the months after the shooting shed light on the operations of the FnD gang since 2006, which included heroin and crack cocaine sales out of a corner store at Frenchmen and Derbigny, the streets the group is named after. Travis "Trap" Scott, 29, is described as a kingpin who has committed violence and instructed others to do so in order to further the gang's enterprise.
Scott has been indicted along with his two younger brothers, who police say fired indiscriminately into the crowd a year ago. A fourth brother also is charged in the case.
Brothers Akein Scott, 20, and Shawn Scott, 25, police say, positioned themselves on opposite sides of Frenchmen Street and, as the crowd passed by, aimed their guns at a member of a rival 7th Ward gang. They sought to retaliate for a prior shooting that wounded their brother, police say.

The neighborhood in the Seventh Ward where the shooting took place suffers from high levels of gun crime,[7] including homicides, some of them between gang members.[8] Shootings at parades and neighborhood celebrations have occurred.[9]
Second line parades are part of the cultural heritage in New Orleans. The route of this parade route goes through the back streets of town and includes a warning: “Leave your guns and foolishness at home.” According to the parade organizer, Tamara Jackson, president of the Social Aid and Pleasure Club Task Force, she walks the route with a plea: “If anyone has scores to settle, please don’t settle them around our parade.”[10]
According to New Orleans Police Department Superintendent Ronal Serpas, "There's no question that we believe that the Scott brothers came here with a purpose and with a plan and acted cowardly," Serpas told reporters at the site of the shooting. "There were people we are sure that they were trying to hurt." In an affidavit supporting Scott's arrest, the New Orleans Police Department said the shooting "was captured on video from several angles." According to witnesses, Shawn Scott was across the street from his brother, caught on the surveillance video. Witnesses said the gunmen appeared to open fire at the same time.[11]
Mayor Mitch Landrieu called the parades a crucial part of the city’s culture and cultural economy. “This didn’t have anything to do with second lines, and it didn’t have anything to do with the rich cultural heritage of New Orleans.”[12] "We are going to do what we have to do to protect our culture, and our great city," the mayor said. "We will not bow down."[11]

On May 12, 2013, a crowd of 300 to 400 people were participating in a Mother's Day second line parade, a New Orleans tradition since 2001. Second-line parades are processions with a brass band parades with members of the organization which sponsors the parade, in which other people participate by following and dancing down the street with the music. The parade reached the intersection ofFrenchmen and North Villere Streets around 1:45 P.M., or 45 minutes after it began, when gunfire erupted in the 1400 block of Frenchmen Street, sending bullets into the crowd and injuring 20 people.[13][14] The FBI does not believe the shooting was linked toterrorism and described the events as a flare up of street violence.[15]
New Orleans Police Department released surveillance footage of the shooting and asked for help from the community in identifying the suspects. Three days later after a city-wide manhunt, Akein Scott was arrested and charged with the shooting. The next day, his brother Shawn Scott was arrested as a second shooter along with four other people for obstruction of justice and accessory after the fact to attempted second-degree murder. The Scott brothers had previous criminal records and were affiliated with a neighborhood gang. They were booked on 20 counts of attempted second-degree murder and held on a $10 million bond. In the Mother's Day shooting they were targeting Leonard Epps, a 35 year old gang member from the Lower 9th Ward who suffered multiple gunshot wounds to his upper torso from the attack.[6]

Twenty people were injured in the shooting.[16] Police said 10 adult men, seven adult women, a 10-year-old boy and a 10-year-old girl were struck by bullets. Two children suffered graze wounds and one person was trampled.[17] Deborah Cotton, a journalist for theGambit Weekly, who has written about violence at second lines before, was one of the shooting victims.[13]Another journalist was shot in the leg.[18][19]

Most of the victims were taken to Interim LSU Public Hospital.[20] Dr. Jeff Elder, director of New Orleans EMS, said that three patients brought in were in critical condition and went straight to operating rooms. The rest, he said, were in good to serious condition and were admitted to the emergency room.[13]

On May 15, 2013, a multi-agency raid on a home in the Little Woods neighborhood of Eastern New Orleans led to the arrest of Akein Scott, 19, a known criminal with gang ties in the 7th Ward,[21] with previous arrests for weapons possession and drug charges.[22] He was out on bail for drugs and weapons charges at the time of the shootings.[23] He is a high school graduate and enrolled at Talladega College in Alabama.[6]
Older brother Shawn Scott, 24, was hiding at his girlfriend's house at the time of his arrest. He is considered a four-time violent offender, potentially facing a life sentence without the possibility of parole.[24] Bail was set at $10 million, as both brothers were charged with 20 counts of attempted second-degree murder.[25]
Five people were charged with obstruction of justice for harboring a fugitive: Justin Alexander, 19; Brandy George, 28; Bionca Hickerson, 22; Nekia Youngblood, 32;[26][27] and Monique Pepe, 19.[27]

Edward Buckner, president of the Original Big 7 Social Aid and Pleasure Club, which has organized the Mother's Day second lining since 2001, expressed his sympathies, saying, " ... We hope that the people who were shot don't stop being fans of the Big 7, because it wasn't anything that they did or the club did, it was just a random act of violence. ..."[13]
Mayor Mitch Landrieu, the City Council, police superintendent and other officials joined several hundred residents at the site of the shootings the following day to protest the violence. In the words of Landrieu, “We all came out here to reclaim this spot, to say what happened at this spot does not reflect who the people of New Orleans are ... It does not reflect who we are as a people, not then, not in the past, not now, not in the future.”[28]
State Senator Karen Carter Peterson, and Louisiana State Representatives Helena Moreno and Walt Leger III issued a call to action to stop the violence in New Orleans.[29]
