Cliff Kincaid Russians who have investigated the KGB’s role in domestic terrorism in Russia usually end up dead, Satter pointed out. These included Sergei Yushenkov and Yuri Shchekochikhin, members of an independent commission created to investigate the apartment bombings; Anna Politkovskaya, a leading journalist; and Alexander Litvinenko, a former KGB/FSB officer who had fled to London and co-authored the blockbuster Blowing Up Russia: The Secret Plot to Bring Back KGB Terror.


November 1, 1950: Two Puerto Rican Nationalists, who were living in New York City at the time, planned to assassinate the US President, Harry S. Truman. On November 1, 1950, they attacked police and Secret Service to gain access to Blair House in Washington, D.C., where Truman was staying during major renovations of the White House. One Nationalist, Griselio Torresola, was killed in the attack, as was a White House police officer, Leslie Coffelt. The other, Oscar Collazo, was tried and convicted, and sentenced to prison.

1 killed CIA or KGB or random criminal suspected October 12, 1964 Mary Pinchot Meyer Murdered by CIA or KGB On Oct. 12, 1964, socialite and artist Mary Pinchot Meyer, a longtime Kennedy mistress, was shot execution-style in broad daylight while walking along the Georgetown canal towpath.Police soon charged black day laborer Ray Crump Jr. with murder. Crump had been identified by a gas station attendant helping start a car on a road overlooking the canal. Hearing cries of “Somebody help me. Somebody help me” and two shots, the attendant ran to look. He subsequently claimed to have seen a man dressed like Crump standing over the body a few seconds after the shots, and he said that the man put something dark into his pocket. Mary appeared to be killed by a professional hitman. The first bullet was fired at the back of the head. She did not die straight away. April 4, 1968 Martin Luther King was killed by a single rifle bullet on , while standing on the second-floor balcony of the Lorraine Motel in Memphis, Tennessee. Shortly after the shot was fired, witnesses saw a man believed to be James Earl Ray fleeing from a rooming house across the street from the Lorraine Motel. Ray had been renting a room in the house at the time. A package was dumped close to the site that included a rifle and a binocular, both found with Ray's fingerprints. He supposedly acted alone, but seemed to get a lot of mysterious help, as if he were some kind of intelligence agency operative. He left lots of clues that he was some kind of a right wing racist, he supported segregationist George Wallace and tried to escape to racist segregationist Rhodesia. Puerto Rico Air Base Attack On 12 January 1981, the Ejército Popular Boricua (Boricua Popular Army), a Puerto Rican separatist organization, carried out multiple bombings at the Muniz Air National Guard Base. At the time, it was the largest attack on U.S. military forces since the Vietnam War. The attack was timed to coincide with the birthday of the Puerto Rican independence advocate Eugenio María de Hostos.[17] The attack incurred approximately $45,000,000 damage to ten A-7D aircraft and a single F-104 by eleven commandos of the Popular Army of Puerto Rico, also known as "The Macheteros." The unit was equipped with eighteen A-7D and one F-104 aircraft.[18]
Eleven saboteurs, disguised in military uniforms, penetrated the security fence and infiltrated the A-7 parking ramp through a hole cut in the perimeter chain link fence. Investigators believe that some, if not all, arrived near the ramp in a boat surreptitiously guided along a nearby channel. The operation occurred during security police (SP) shift changeover. Security was provided by contracted, operations and maintenance-funded guards. The perpetrators exited using the reverse of their entry method. Choosing to strike at shift change indicates the possibility of prior surveillance or insider information. The commandoes placed approximately 25 explosive devices on the aircraft. The planes were destroyed using individual satchels containing four sticks of Iremite (an emulsion explosive) with detonators and incendiary charges. They were time-delayed using a simple but effective watch and battery combination.[18] The explosives were stolen from a Puerto Rican explosives factory, with the theft traced to Ejército Popular Boricua. The AFOSI (United States Air Force Office of Special Investigations) called the explosives “sophisticated”. The entire operation took less than eight minutes, and this group of semiskilled intruders was able to inflict severe damage to mission capability. The Attack on Muñiz Air Base: On the Question of Armed Struggle in Puerto Rico   This article was published in two issues, on 26 January to 8 February, and 16 February to 1 March 1981, in the “En la lucha” section of the newspaper Bandera Roja, then official organ of the Popular Socialist Movement (MSP). Translated by the MST-NYC for the Edgardo Alvelo Burgos Socialist Summer School.  The recent military action of the Boricua Popular Army (EPB-Macheteros) against the Muñiz Air Base [Base Muñiz] has left an unprecedented loss for the U.S. military in the 82 years of colonialism to which our people have been subjected: nine combat aircraft destroyed and three more partially damaged.  Boricua Popular Army  The group claimed responsibility for the 1978 bombing of a small power station in the San Juan area, the 1979 retaliation attacks against the United States armed forces personnel, the 1981 attacks onPuerto Rico Air National Guard aircraft, and a 1983 Wells Fargo bank robbery. Boricua Popular Army was led primarily by former FBI fugitive Filiberto Ojeda Ríos until his killing by the FBI in 2005.  Ríos was also a founder of theFALN.[4][5][6][7] In a 1983 New York Times article, Robert McFadden described the FALN as a Puerto Rican terrorist organization responsible for bombings during the 1970s and early 1980s "in the name of Puerto Rican independence"

Under Ojeda Ríos' command[edit]

  • In August 1978, the group accepted responsibility for the murder of San Juan police officer Julio Rodríguez Rivera while attempting to steal his police car.[11][self-published source?]
  • In 1979, two attacks were made on unarmed US Navy technicians. In the first, on December 3,Macheteros opened fire on a bus carrying sailors to Naval Security Group Activity Sabana Seca, killing CTO1 John R. Ball and RM3 Emil E. White, as well as wounding nine others.[12] A second attack, on off-duty sailors returning from liberty, killed one and wounded three.[13] The attack was in retaliation for the murder in a prison of a member of the Macheteros by the prison guards who were retired Marines.[12]
  • On January 12, 1981, in the 1981 Luis Muñoz Marín International Airport attack, Machetero commandos infiltrated the Puerto Rico Air National Guard's Muñiz Air National Guard Base, located on the northeastern corner of the Luis Muñoz Marín International Airport in San Juan. The infiltrators destroyed or damaged ten A-7 Corsair II light attack aircraft and a single F-104 Starfighter supersonic fighter-interceptor aircraft. Total damages were estimated to be in excess of $45 million in 1981 US dollars. The subsequent investigation concluded security at the base was so lax that the attackers managed to enter and depart the base without ever being detected.[14] The attack later served as the basis for upgrading base security, especially flight line security, at all Air National Guard installations on civilian airports in the United States to the same level as active duty U.S. Air Force installations.[15]
  • On September 12, 1983, in an operation entitled Águila Blanca (White Eagle) the group assaulted theWells Fargo depot located in West Hartford, Connecticut stealing a total of seven million dollars. After the robbery, the Macheteros threw some of the stolen money into the air from high floor buildings and used most of the remaining sum to fund their continued operations. According to a written statement from the Macheteros, the action was a symbolic protest against the "greed-infested men and mechanisms which strain our elected officials, government agencies, and social aspirations in this country, as well as in Puerto Rico."[16]
  • In 1998, Los Macheteros claimed responsibility for an explosion at a small power station in the San Juan metropolitan area. The explosion caused limited power outages.[17]
  • On September 23, 2005, the anniversary of "el Grito de Lares" ("The Cry of Lares") members of the FBI San Juan field office surrounded a modest home in the outskirts of the town of Hormigueros, Puerto Rico, where Ojeda Ríos was believed to be living in. The FBI claims that it was performing surveillance of the area because of reports that Ojeda Ríos had been seen in the home. In their press release, the FBI stated their surveillance team was detected, and proceeded to serving an arrest warrant against Ojeda Ríos. The FBI claims that as the agents approached the home, shots were fired from inside and outside the house wounding an FBI agent. The FBI alleges it then returned fire fatally wounding Ojeda Ríos. A subsequent autopsy of Ojeda's body determined that he bled to death over the course of 15 to 30 minutes.[1][13] The Commonwealth of Puerto Rico Civil Rights Commission started an investigation of the incident shortly after Ojeda Rios' death that lasted 7 years. The 227-page report issued on 22 September 2011 stated that Ojeda Rios's killing was "an illegal killing" by the FBI.[5][6][18]

Satter investigated the former KGB’s role in such terrorist incidents as the Moscow apartment bombings of 1999, the Dubrovka Theater siege of 2002, and the Beslan hostage taking of 2004. In all of these cases, he says, there is strong evidence of links between the terrorists (sometimes labeled as Chechens) and the KGB (now known as the FSB). Either the FSB carried out the terrorism through its agents or let it occur, he said, in order to justify the creation of a new dictatorship in Moscow. According to a theory that was put forward by anti-Kremlin oligarch Boris Berezovsky, Yuriy Felshtinsky, Alexander Litvinenko, American writer David Satter, political scientist Vladimir Pribylovsky, Russian Duma lawmaker Sergei Yushenkov, film maker Andrei Nekrasov, investigator Mikhail Trepashkin, the bombings were a successful coup d'état organized by the FSB to bring future Russian president Vladimir Putin to power. Some of them described the bombings as typical "active measures" practicised by the KGB in the past. David Satter stated during his testimony in the United States House of Representatives:  "With Yeltsin and his family facing possible criminal prosecution, however, a plan was put into motion to put in place a successor who would guarantee that Yeltsin and his family would be safe from prosecution and the criminal division of property in the country would not be subject to reexamination. For “Operation Successor” to succeed, however, it was necessary to have a massive provocation. In my view, this provocation was the bombing in September, 1999 of the apartment building bombings in Moscow, Buinaksk, and Volgodonsk. In the aftermath of these attacks, which claimed 300 lives, a new war was launched against Chechnya. Putin, the newly appointed prime minister who was put in charge of that war, achieved overnight popularity. Yeltsin resigned early. Putin was elected president and his first act was to guarantee Yeltsin immunity from prosecution."[37] Yuri Felshtinsky and Vladimir Pribylovsky wrote that the September 4 attack in Buynaksk was probably conducted by a sabotage unit of twelve Russian GRU officers. Chechen Terrorism: Made in Moscow:   January 22, 2007 article, “Putin, Poison, and Murder,” we provided this brief, thumbnail sketch of “The Ryazan Incident”: On the night of September 22, 1999, an alert resident of an apartment complex in the Russian city of Ryazan reported suspicious activities to local police. Responding, the police found a large quantity of hexogen explosive, timed to detonate at 5:30 the next morning. They evacuated the building and captured some of the bombers, who turned out to be (surprise!) FSB agents. Caught red-handed, the FSB then claimed that this had been merely an “exercise” and the substance was not really hexogen, but sugar. Litvinenko, in his book and in interviews, showed that the planned Ryazan bombing was to be the culminating incident justifying the invasion of Chechnya. At Ryazan, the bombers were caught red-handed; firm suspicions were now confirmed with solid facts. The perpetrators were not shadowy Chechen terrorists, but FSB agents answering to Putin, the “Savior” who was leading the war against the fabricated foreign enemy

accused in 3 killings suspect arrested, convicted February 6, 2014 Piano Teacher Ruthanne Lodato Killed in One of 3 Front Door Alexandria Murders Before he was arrested, he sought asylum at Russian Embassy which rejected him. In Alexandria, Virginia, an older white man with a beard knocked on piano teacher Ruthanne Lodato's door, and shot her, killing her and also shot injuring the woman caring for her mother. The surviving caregiver was shot in the arm. Charles Severance who lived in Loudon County about an hours drive outside of Alexandria was arrested in March on gun charges as part of a 11 year old murder investigation. In September Severance was charged in other daylight door knocking murders including the November 11, 2014 killing of transportation official Ronald Kirby in his home and wife of Sheriff Nancy Dunning who was gunned down December 5, 2003 in her home. Opening statements began Thursday, Oct. 8, 2015, in the trial of Severance, Prosecutors believe he was angry about losing custody of his son, and sought revenge against Alexandria "elite" .
