Do People Get Drunk or High As Excuse to Murder? ---
Being drunk or high reduces your ability to drive - but does it explain why a driver turn into a psycho killer on the road and mows down pedestrians, drive for miles wrong way, or lead police on dangerous chase? Why is there no literature on people who deliberately get drunk and high (or get a doctor's note saying they have mental issues) and then deliberately commit a crime or act of terrorism?
