March 24, 2014 Norfolk, VA: Truck Driver Shoots Sailor on Docked Navy Destroyer A civilian struggled and took a gun from a guard and then fatally shot a military policeman from a docked destroyer USS Mahan at the world's largest naval base. He was then killed himself by security guards. He had entered the base on a tractor-trailer with a transportation worker's credential claiming he was just going to make a u-turn. He appeared to be intoxicated with no reason to be on base. No motive was established for the attack. 2015 investigation concluded "Gate 5 personnel were clearly negligent in the performance of their duties, and there is a gross lack of procedural compliance, accountability and oversight of the civilian police force,” the report obtained by the Navy Times said.

Certainly not terrorism.

Savage made his way to a ship where he wrestled a gun away from a sailor standing watch. He then killed Petty Officer 2nd Class Mark Mayo as he responded to the commotion. Navy security killed Savage, who appeared intoxicated and had no legitimate reason to be on the base. His motives for being there are not known. Savage had served time in prison for convictions on manslaughter and drug charges... A guard let Savage on the base without asking for any identification, thinking the man wanted to make a U-turn. The guard then waited 9 minutes to look for Savage. Guards at the pier and aboard the ship were never told someone had gained unauthorized access to the base.

      • The incident in Norfolk was at the base where my husband was stationed. What is also "funny" to me is that nothing has come out here locally about a motive. The soldier who was killed jumped in front of a female Navy sailor to protect her. So I have wondered if the truck driver civilian who wrestled her gun away from her was someone she knew, was dating, etc.

                I guess the reason I brought this up, is that area on the pier in Norfolk is so well guarded they will snatch your cell phone away if you are caught taking pictures of submarines, ships, etc. You can't get ON a pier without proper i.d. So I wonder if he knew her and she let him on the pier and then some kind of altercation ensues. He wouldn't just be let on the pier holding a TWIC i.d. card if he wasn't there on business. And at that time of the night, he would not have been there on business.

              Norfolk, Va. • Navy officials are searching for answers about what might have motivated a civilian to approach a docked destroyer, struggle with security personnel, disarm a sailor, then shoot and kill a military policeman coming to help...Naval Station Norfolk, the world’s largest naval base.
              The unidentified civilian was authorized to be on base, but it wasn’t immediately clear for what reason or why he would want to approach the guided-missile destroyer, which shares a pier with a hospital ship, the USNS Comfort.
              The Navy said the civilian was coming toward the ship’s quarterdeck, which is traditionally the ceremonial entry point of a ship, when he got into a struggle with the Petty Officer of the Watch, whom he was able to disarm.
              The sailor who was killed was coming to help the petty officer, according to the Navy. The victim was a military policeman from Maryland, the man’s father told The Associated Press on Wednesday.
              Mark Mayo, 24 was the officer that was killed.
