Ramos killed five people and "gravely" wounded several in the attack on the newsroom.[5] Suspect was carrying a 12-gauge pump-action shotgun that he purchased legally about a year ago [16] and a backpack with smoke bombs (like the Parkland high school shooting) , flashbang devices, and grenades.[8]  The gunman shot through the glass door to the office and opened fire on multiple employees. Ramos set off canisters of smoke grenades before opening fire, police said. [4]  He had planned to trap employees and barricaded the back exit doors [16]  Despite the lack of any apparent training or experience, Ramos had a military style "tactical approach in hunting down" his victims [20] Police arrived and surrounded the shooter who was hiding under a desk, police responded to the scene within a minute. [5]  Suspect had no identification and did no cooperate so Authorities resorted to using facial recognition software and comparing his face to databases ofpassports and driver's license photos.  [17] [18] It was thought the gunman damaged his fingertips so law enforcement cannot identify him [1] a law enforcement official later stated that an issue with the fingerprint machine had caused the difficulties in identifying the suspect, and that his finger tips had not been mutilated.[7]  Once Ramos was identified detectives soon discovered his history of a feud with the newspaper and police ruled out terrorism as a motive though police noted: “It certainly is causing terror.” [19]

Ramos' lawyer said Ramos has a degree in computer engineering and had worked for the U.S. Bureau of Labor Statistics for six years. [6] According to Miguel Ramos' Facebook profile, his father worked for the NSA and later labored for the Metropolitan Washington Airports Authority.[3]

His conflict with the newspaper started July 26, 2011, when Ramos pleaded guilty on a charge of criminal harassment. On duty was Eric Hartley of the Capital-Gazette. Five days later, he wrote this item under the regular feature, “Anne Arundel Report.” [8] In 2012, Ramos sued The Capital in a defamation case he brought over a 2011 newspaper article reporting on his guilty plea for criminal harassment.[9][10]  After multiple appeals from Ramos, the defamation case against the newspaper was dismissed in 2015.  The same day a disgruntled employee of WDBJ-TV Aug. 26, 2015 — the same day a disgruntled employee of WDBJ-TV in Roanoke, Virginia, fatally shot and killed two reporters live on television. he posted a tweet showing the gunman in the Roanoke shooting, pointing his gun at a picture of Hartley, the author of the Capital Gazette column, along with a previous address for Hartley.  Ramos also had called the shooting of newspaper journalist cartoonists at the French publication Charlie Hebdo a “funny thing.” [12]  High school classmates recall he was rude to girls and wore a black trenchcoat [21]

mass shooting occurred on June 28, 2018, in Annapolis, Maryland, United States, at the offices of Capital GazetteCommunications. The perpetrator killed five people and gravely wounded several in the attack on the newsroom located in the state capital.[3]

Incident

The Anne Arundel County Police Department reported that the shooting began around 2:34 p.m. (EDT), resulting in five fatalities, in addition to multiple other victims being shot.[4] Sources reported that the weapon was a "long gun" with some saying it was specifically a shotgun.[5][6] Several injured victims were sent to the Anne Arundel Medical Center for treatment.[4][7] Capital Gazette Communications, owned by Tronc, primarily publishes The Capital and the Maryland Gazette and is located at 888 Bestgate Road in western Annapolis.[8][9]
Phil Davis, a courts and crime reporter at the site of the shooting for The Capital, tweeted that the gunman "shot through the glass door to the office and opened fire on multiple employees".[10] Davis also described the newspaper's offices as a "warzone" after the shooting and described hearing the gunman reload.[8] He said there was a lone male gunman.[11]
County police evacuated 170 people from the building to a re-unification center set up at the nearby Westfield Annapolisshopping center.[12][13]
According to the Committee to Protect Journalists, the shooting was only one of two incidents in which multiple journalists were killed in the United States since the organization began compiling data in 1992, the other being the murders of Alison Parker and Adam Ward during a live television interview in 2015.[14]

Victims

Five people were killed and several others were injured in the attack.[3] The five who were killed included:
  • Gerald Fischman, a columnist and the editorial page editor of The Capital[15]
  • Rob Hiaasen, an assistant editor and weekend columnist of the newspaper[16]
  • Wendi Winters, community beat reporter[17]
  • John McNamara, editor and sports reporter[18]
  • Rebecca Smith, sales assistant[10][19]

Suspect

A male in his late thirties[20] identified as Jarrod Warren Ramos[21][2][3] was captured by police and is in custody as a suspect, but refused to identify himself.[12][22] Early reports said that the gunman mutilated his finger tips to avoid identification,[23][24] but a law enforcement official later stated that an issue with the fingerprint machine had caused the difficulties in identifying the suspect, and that his finger tips had not been mutilated.[25]
The suspect was also carrying a backpack with smoke bombs, flashbang devices, and grenades.[12] The police later announced that the attack had been targeted specifically at Capital Gazette Communications.[26][27] In 2012, Ramos sued The Capital in a defamation case he brought over a 2011 newspaper article reporting on his guilty plea for criminal harassment.[2][28] After multiple appeals from Ramos, the defamation case against the newspaper was dismissed in 2015 by Prince George's County circuit court judge Maureen M. Lamasney, who ruled in favor of the paper because their reporting was based on publicly available records and Ramos had produced no evidence that the article was inaccurate.[28] Lamasney wrote in her court opinion that Ramos' complaint was "a fundamental failure to understand what defamation law is, and, more particularly, what defamation law is not".[28]
Former Capital editor and publisher Thomas Marquardt said Ramos began harassing the staff of the newspaper after the article on him was published in 2011.[2] In 2013, Marquardt contacted the Anne Arundel County Police Department about Ramos' behavior but the department did not pursue the report.[2] Marquardt also consulted the newspaper's attorneys about filing a restraining order against Ramos, and recalled telling them "This is a guy who is going to come in and shoot us."[2]After his lawsuit against the newspaper was dismissed, Ramos opened a Twitter account, which he used to attack the newspaper and taunt its owners and staff.[2][29]

Reactions

Police were also sent to the offices of The Baltimore Sun, which owns Capital Gazette Communications,[11] as a precaution, although no threat was registered there.[8]The New York City Police Department also deployed counter-terrorism units to the headquarters of major news outlets in New York City as a precaution against similar attacks.[30] The Chicago Police Department also took similar actions.[31]
President Donald Trump was briefed on the shooting and offered his thoughts and prayers by tweet.[32]
The Governor of MarylandLarry Hogan, tweeted that he was "[a]bsolutely devastated to learn of this tragedy in Annapolis", and asked residents to "heed all warnings and stay away from the area".[8][33] In a press conference, he praised local law enforcement for responding "within 60 seconds".[12]
Justin Dearborn, the chairman and CEO of Tronc, said: "We are focused now on providing our employees and their families with support during this tragic time. We commend the police and first responders for their quick response."[34]
Reporters for the Capital and Gazette began coverage of the shooting as it happened, from the newsroom and while returning from the field. Despite the fatal shootings that had occurred, journalists and staff at the The Capital insisted on putting out the next edition of their paper only hours after the fatal shootings. The next day, the morning edition of the Capital headlined with "5 shot dead at The Capital" with the subtitle "Laurel man, the suspected gunman, in custody".[35]

Jarrod Ramos has been identified by officials as the suspect involved in the deadly shooting at the Capital Gazette office. He is suspected of killing at least five people in a targeted attack. Jarrod W. Ramos, 38, has years and hundreds of Twitter posts dating back to 2012, when he filed a defamation lawsuit against Eric Hartley, Thomas Marquardt, and the Capital Gazette. The lawsuit was dismissed in 2013 and the dismissal was upheld in 2015.

At one point, he made a series of disturbing tweets referring to Charlie Hebdo. The massacre happened on January 7, 2015, when two brothers armed with rifles killed 12 people and injured 11. His tweets were shortly after the horrific events unfolded.

A 38-year-old man has been identified as the suspect who opened fire at the Capital Gazette office in Maryland, killing at least five people in a “targeted attack” on the news organization, police said. He had previously filed a defamation lawsuit against The Capital newspaper, which was dismissed in 2013. The dismissal was upheld in 2015 by a Maryland appellate court.

The suspect, identified by NBC News as Jarrod Ramos, is in police custody. He has not yet been charged. Police were executing search warrants at his home in Laurel, Maryland.


“He was prepared to shoot people. His intent was to cause harm,” Acting Anne Arundel County Police Chief William Krampf said at a press conference. He said it will take time to determine the specific motive and to complete the investigation. Threats were made to the Capital Gazette over social media prior to the shooting, but police are working to determine if they were sent by the suspect, Krampf said. Krampf said it is not believed he was targeting anyone specifically at the newspaper, just the newsroom itself.

The shooting happened about 2:30 p.m. Thursday at the newsroom just outside of Annapolis in Anne Arundel County, Maryland. Police said the suspect is a white male. Officials say he was armed with a “long gun,” and did not exchange gunfire with police before he was taken into custody after hiding somewhere in the building, underneath a desk. According to authorities, he has not been “forthcoming” with interrogators.

“The investigation has just started,” Krampf said at a press briefing. “We’re going to be quite a while in determining what occurred, why it occurred, how it occurred.”

Two people were wounded, but suffered “superficial” injuries. A GoFundMe campaign has been set up to help the victims and Capital Gazette staff. Capital reporter Chase Cook tweeted, “I can tell you this: We are putting out a damn paper tomorrow.”

Here’s what you need to know about the suspect and the shooting. This post will be updated as more information is made available about him:

Police said he used smoke grenades when he entered the building armed with a shotgun. The suspect was described as a white male with a ponytail in police radio transmissions:

An intern at the newspaper, Anthony Messenger, tweeted, “Active shooter 888 Bestgate please help us,” about 2:40 p.m. on Thursday. Messenger is OK, according to a co-worker. He also said John McNamara, a writer for the Capital Gazette and editor of two weekly newspapers, was shot. McNamara’s condition was not immediately known.


Reporter Phil Davis confirmed to the Baltimore Sun, which owns the Capital Gazette, that there was a shooting and multiple people were shot. The newspaper building is in Anne Arundel County.

Davis, who covers courts and crimes for the news organization, tweeted, “A single shooter shot multiple people at my office, some of whom are dead.”


Davis added, “Gunman shot through the glass door to the office and opened fire on multiple employees. Can’t say much more and don’t want to declare anyone dead, but it’s bad. There is nothing more terrifying than hearing multiple people get shot while you’re under your desk and then hear the gunman reload.”

He said he is waiting to be interviewed by police.

Davis told the Baltimore Sun it was “like a war zone,” and the situation would be something that will be “hard to describe for awhile.” He added, ““’m a police reporter. I write about this stuff — not necessarily to this extent, but shootings and death — all the time,” he said. “But as much as I’m going to try to articulate how traumatizing it is to be hiding under your desk, you don’t know until you’re there and you feel helpless.”

He told the newspaper the shooter stopped on his own and police then arrived and surrounded him. “I don’t know why. I don’t know why he stopped,” Davis said.


“This is going to be a long, long, long investigation,” Anne Arundel Police Lieutenant Ryan Frashure told reporters.

Frashure said officers were at the scene very quickly, in about 60 to 90 seconds of the first 911 call. He said they engaged the suspect and took him into custody. “At this point he’s the only suspect, we have one suspect,” Frashure said.

2. Ramos Sued the Capital-Gazette Over a Column Written by a Now-Former Staff Writer About His Guilty Plea to Criminal Harassment

In September 2015, the second-highest court in Maryland upheld a 2013 ruling in favor of Capital-Gazette Communications dismissing the defamation lawsuit Jarrod Ramos filed in 2012 against The Capital, its then-staff writer Eric Hartley and the paper’s then-publisher, Thomas Marquardt, the newspaper reported at the time.

Ramos sued the paper, Hartley and Marquardt over a column Hartley wrote in 2011 about Ramos’ guilty plea to criminal harassment, according to The Capital. Prince George’s Circuit Court Judge Maureen M. Lamasney dismissed the lawsuit in 2013, saying Hartley’s article was based on public records and that Ramos had no evidence it was inaccurate. “A lawyer would almost certainly have told him not to proceed with this case,” the court wrote in the opinion, according to The Capital. “It reveals a fundamental failure to understand what defamation law is and, more particularly, what defamation law is not.”

Court records show Ramos was convicted of harassment in January 2011 in a case that stemmed from a March 2, 2010, incident. He was sentenced to 90 days in jail and supervised probation, according to court records.

According to its website, the Capital Gazette building is home to several publications, including The Capital newspaper, the Maryland Gazette, the Bowie Blade-News, the Crofton-West County Gazette and Capital Style Magazine, along with CapitalGazette.com.

The Capital and The Gazette are sister papers. The Capital, a daily newspaper, has been published since 1884, while The Gazette, published twice weekly, is one of the oldest newspapers in America, founded in 1727. The papers are both owned by the Baltimore Sun Media Group in 2014, which is owned by Tronc, formerly known as Tribune Publishing. Tronc said in a statement, We are deeply saddened today by the attack in our Capital Gazette newsroom. Our thoughts and prayers are with the victims and their families. We are focused now on providing our employees and their families with support during this tragic time. We commend the police and first responders for their quick response.”

Maryland House Speaker Michael Busch, who has represented Annapolis since 1987, told the Baltimore Sun that The Capital newspaper is “the voice of the community,” and said even as the staff size shrunk, “they knew the pulse of the community and had a lot of influence on what took place.” He added, “This is a shocker. Over the years, a lot of these people become friends. They do their job, you do your job, and you respect them for it. A lot of good writers have come out of there.”

3. Ramos Talked About the Lawsuit Against the Capital Gazette Frequently on His Twitter Account, Which Says He is ‘Making Corpses of Corrupt Careers & Corporate Entities’

A Twitter account, @EricHartleyFrnd, bearing the name of Jarrod Ramos of Laurel, Maryland, has been used for several years to talk about the lawsuit against the Capital Gazette and one of its former reporters, Eric Hartley, along with other rambling posts about conspiracy theories.

Ramos wrote in his Twitter bio, “Dear reader: I created this page to defend myself. Now I’m suing the shit out of half of AA County and making corpses of corrupt careers and corporate entities.”

The account was inactive from January 21, 2016, until Thursday, when Ramos tweeted, “Fuck you, leave me alone @judgemoylanfrnd.” The Judge Moylan account has not tweeted. Ramos created the @EricHartleyFrnd account in 2011, with a link to a Capital article about his conviction. He then tweeted at Hartley, “Now that I’m back under your research microscope, do me a favor and help get my ranking as high as yours,” with a link to a Google search for his name.

The article described the accusations against Ramos, including that he had sent a Facebook request out of the blue to a woman and thanked her for being the only person ever to say hello or be nice to him in school. The woman said she didn’t remember Ramos, so he sent pictures. When she Googled him, she found they had gone to Anne Arundel High School together. She wrote back to him because he was going through problems and she told him he should get help at a counseling center.
The woman said Ramos then sent months of emails in which he asked for help, called her vulgar names and told her to kill himself. He also emailed her company and tried to get her fired.

Thomas Marquardt, who retired as The Capital’s publisher in 2012 and was named in Ramos’ defamation lawsuit, told the Los Angeles Times that Ramos, “waged a one-person attack on anything he could muster in court against the Capital. I said during that time, ‘This guy is crazy enough to come in and blow us all away.'”
Records show Ramos has also filed lawsuits against an Anne Arundel County judge and the woman he was convicted of harassing, along with the newspaper.

For half a decade, Jarrod Ramos' anger poured out in court papers, tweets and email messages. He saw enemies. He wrote that he'd like to kill one of ...He saw enemies. He wrote that he’d like to kill one of them. He suggested another kill herself. He created online images marking others out for sacrifice.

Then, in 2016, it all stopped.

Until late last month, police say, when his anger exploded in shotgun blasts in the Annapolis newsroom of The Capital.

classmate who asked that his name not be used shared a copy of the class yearbook with an inscription signed “Jarrod.”

“You know it and I know it — this class, this school, this whole damn place is full of s---,” it read. “Anyways, only a few more hours till it’s out of our lives forever. I hope life gets better once we’re gone. I’m sure it will.”

Jenny Johnson, who was a year ahead of Ramos, remembers a socially isolated student who was rude to girls. He made fun of her breasts, she said, and asked another girl if he could “ski her slopes.”

Johnson said Ramos participated frequently in the one class they shared, but was arrogant. She said he had a low voice and wore a black trench coat. (Trench coat mafia like columbine shooters) 

Ramos disputed this in a court filing, saying he told the woman she used to throw food at him.

While in high school, Ramos landed an internship with the National Security Agency, a spokesman for the spy agency confirmed. The position, which typically runs for a year, would have required him to obtain a top secret security clearance, NSA spokesman Christopher Augustine said. Court documents show Ramos was hired as recently as 2013 to a government contracting job that required a clearance.

In 1997, Ramos enrolled at what was then called Capitol College, a small school in Laurel focused on information technology. He graduated in 2006 with a bachelor of science degree in computer engineering.
