In Turkey government n Turkey, the Presidency of Religious Affairs (Turkish: Diyanet İşleri Başkanlığı also Religious Affairs Directorate, and normally referred to simply as the Diyanet) is an official state institution established in 1924 in article 136 of the Constitution of Turkey by the Grand National Assembly of Turkey as a successor to the Sheikh ul-Islam after the abolition of the Ottoman Caliphate.[1] As specified by law, the duties of the Diyanet are “to execute the works concerning the beliefs, worship, and ethics of Islam, enlighten the public about their religion, and administer the sacred worshiping places”.[2

GPRAWU was officially founded on March 3rd, 2013 in the state of Georgia which is located in the United States. The purpose of the establishment at that time was to only encourage and advise Muslims to follow religious codes of conduct (shariah) in the state of Georgia. Since then operations of GPRAWU have expanded to a broader spectrum.
GPRAWU is an international, non-profit, educational and religious organization that governs the affairs of the Islamic community internationally. It is also referred as "hisbah". It operates in the manner of serving the Islamic community by maintaining civil order. It's services are available regardless of gender, age, color, ethnicity, national origin, ancestry, citizenship or religion. It's objectives are to provide educational programs for Muslims and Non-Muslims, mentor the youth, help the community by feeding, clothing and caring for the homeless and less fortunate, clean public streets and parks, assist non profit organizations in crisis situations such as hunger and natural disasters, encourage Muslims to follow religious codes of conduct through education and advisement not by ignorance and brutality.
GPRAWU isn't a replacement for the secular government of any local, county, state, federal nor national government of any nation. But is an active agency whose objective is to ensure the well being of the Islamic community internationally.
GPRAWU isn't a licensed secular police agency that enforces secular laws of any city, county, state, federal nor national laws of any nation. Muhtasibs of GPRAWU aren't licensed as police officers nor are they employed by any secular police agency.

GPRAWU duties are to encourage and advise Muslims to follow religious codes of conduct. Any "violation" that occurs GPRAWU willn’t take action through issuing a plenty nor punishment in the jurisdiction of a nation that is govern by secular laws that forbids the implementation of hudud. In the case of a criminal act such as shoplifting GPRAWU will detain the suspect as allowed by secular law and notify the secular authorities.
