Illegal driver: MVA: School bus driver not authorized to drive commercial vehicle
driver of the school bus, Glenn Chappell, was not authorized to operate a commercial motor vehicle because his medical exam certificate expired on Aug. 31. MVA sent him two letters notifying him of the consequences of not providing his Medical Examiner’s Certificate: 07-17-2016 and 09-08-2016. Based on federal regulations, employers are required to maintain a Medical Examiner’s Certificate, which includes the date of expiration, for all of their CDL drivers.  Sources told the 11 News I-Team that investigators are pursuing information that Chappell might have had a seizure as recently as several weeks ago.

The collision occurred around 6:30 a.m. Tuesday at Frederick and Monastery avenues. The impact of a school bus plowing into an MTA bus was fierce.
school bus was traveling east on Frederick Avenue when it struck a fence, a Ford Mustang and a pillar at a cemetery before continuing east into oncoming traffic, striking the MTA bus.

"It really looks like a bomb exploded in the bus, and it is catastrophic damage," Smith said.

An autopsy will be performed to try to determine if there is a medical explanation for the school bus driver’s apparent failure to control his bus. Investigators said there were no skid marks visible on the road, indicating there was no effort to stop the bus.

The driver of the school bus was Glenn R. Chappell, 67, of Baltimore.
The driver of the MTA bus was Ebonee Danekk, 33, of Baltimore.
Police identified the passengers of the MTA bus who died:
Cherry Denise Yarborough, 51, of Baltimore
Terance Lee Casey, 52, of Baltimore
Gerald Holloway, 51, of Baltimore
A 46-year-old woman whose next of kin has yet to be identified also died.
