 Colombia, October 18: The rebel group ELN blows the Ocensa pipeline near MachucaAntioquia. The resulting fire kills 84 civilians, most of them burned alive, and injures at least 100. Initially, ELN denies responsibly but then accepts it as a "military error". The heads of ELN have been sentenced to 40 years in prison for this action. During the following years, ELN and FARC conduct over 600 attacks with explosives on pipelines in Colombia, mostly targeting the Caño Limón line, according to the Colombian Ministry of Defense.[4]
 Israel, October 29: A Hamas suicide car bomber detonates by a school bus killing 1 and injuring 3.[2]
 Israel, November 6: Two suicide car bombers detonate in a Jerusalem market wounding 25. Palestine Islamic Jihad claims responsibility.[2]

But these are possible terrorist attacks staged as crimes:

March 24, 1998 Mitchell Scott Johnson (born August 11, 1984) and Andrew Douglas Golden (born May 25, 1986) are former middle school students who on March 24, 1998 committed a massacre at Westside Middle School in unincorporatedCraighead County, Arkansas, United States, near Jonesboro.[1] A total of five people, four female students and a teacher, were killed. Ten people, nine students and one teacher, were injured. Golden was a sixth grader at the school  A classmate accused him of killing her cat with a BB gun. After the shooting, Johnson claimed that Golden approached him wanting to start a shooting spree at their school. Golden assisted Johnson in loading his mother's Dodge Caravan with seven weapons (two semi-automatic rifles, one bolt-action rifle and four handguns), which had been stolen from Golden's grandfather's house, and 3,500 rounds of ammunition. The following morning, the boys drove in the van to Westside Middle School. As they arrived, Golden pulled the fire alarm while Johnson took the weapons to the woods outside of the school. Golden then ran back to the woods where Johnson had taken the weapons. When children and teachers filed out of the school, the two boys opened fire. The boys killed four female students and one teacher and wounded ten others. Golden and Johnson attempted to run back to the van and escape, but police captured them. The two youths were among the youngest people ever charged with murder in American history. The Jonesboro prosecutor later stated that were it not for their ages, he would have sought a death sentence for the pair. In August 1998, both boys were sentenced to confinement until they reached the age of 21, which is the maximum sentence available under Arkansas law. Johnson was released on his 21st birthday, August 11, 2005, having spent only 7 years in prison.[5] Golden was released on May 25, 2007, also his 21st birthday.[6]

5 killed 5 wounded Trang Dai massacre Tacoma WA The Trang Dai massacre in Tacoma, Washington occurred on July 5, 1998 when three  gunmen, one with AK-47 assault rifle; the other two had handguns entered the Trang Dai Cafe and opened fire, killing five diners and wounding five others. Detectives blamed the violence on warring Asian gangs, but  the suspects claimed to be targeting a patron, who was injured, because of a personal gripe, while all of those killed were merely "bystanders". The crime remains one of Tacoma's worst mass slayings.

The driver, and a person suspected of shooting the driver, were both killed, the police said. The 29 others were injured. The two-section bus was just starting to cross Aurora Avenue Bridge, which spans the Lake Union ship canal, about 3:10 P.M. when the driver was shot by a passenger, the police said. The bus, heading south, jumped a lane of northbound traffic, hit a van, then crashed through a guardrail and fell 50 feet, landing upright in an apartment garden in the Fremont district, an area of residential buildings, restaurants and businesses. Police officers did not disclose a motive for the shooting. Resembles 2015 bus terrrorist stabbing attack in Israel, driver and passengers attacked but no link to terrorism established in this "random crime" with no apparent motive
