Altoona Pennsylvalnia, Russian national Vladislav Miftakhov faced state charges after
police were looking for marijuana growing and found bomb making parts and a
completed device. He had graduated from an elite Belmont Bay Area high school
to study engineering at Penn State in Altoona. Miftakhov told police he was
experimenting with different mixtures of flash powder and how they would blow
up, and bought the materials online.
He had experimented with bombs
in California, but said he wasn't going to harm anyone. His housemate saw him
set off small devices near the house which left craters in the ground. He faced
charges of possessing or making a weapon of mass destruction, risking a
catastrophe, reckless endangerment and drug charges including, manufacturing or
possessing marijuana with the intent to deliver it, and was suspended from the
college.
