July 10, 2013 2 killed 1 arrested Murder of Tan Boon Sin and Tan Chee Heong On 10 July 2013, two murdered bodies were found within one kilometer of each other at Kovan, in the Chinese dominated city state of Singapore. The victims were father and son and have since been identified as Chinese residents Tan Boon Sin and Tan Chee Heong respectively. 34-year-old Senior Staff Sergeant Iskandar Bin Rahmat was named as the suspect. He had been demoted and stripped of his gun because of his bank debts, but apparently sought to steal money by convincing a citizen who had reported money in a safe deposit box to give him access, but his plot was bungled when he ended up murdering not only the father but also running over the son, and fleeing to Malaysia where he was quickly found and captured He was sentenced to hang for the murders in December 4, 2015. Although the apparent motive was financial, and there have been no recent terrorist incidents in Singapore, Rahmat's names with Arabic and Iranian origins and refuge into the Muslim nation of Malaysia and targeting of Chinese points to a a possible if not proven alternate religious connection.
Detail: Iskandar joined the Singapore Police Force in 1999 at the age of 20. By 2005 he had divorced, and started falling behind on payments for his home and car, which were repossessed by the bank . In 2012, the bank filed a bankruptcy application against him for continued debts when he came across the case of a Mr Tan who complained of notes missing in a safe deposit box where he had $200,000. By July 2013, he was demoted for failing to disclose his financial problems, losing his job as investigation officer and restricted to administrative duties, and barred from carrying any firearms On July 10 2103, Iskander devised a plan by which he would wear a uniform and rent a new car to warn Mr Tan that his safe deposit box was in danger, and get him access, but the robbery plan was bugled as Iskandar panicked and stabbed Mr. Tan in his home. Iskander backed out and ran over Tan's son who had just arrived, dragging his body for 1km until it dislodged outside a train station, where it was spotted and the trail tracked back to the crime scene. On July 13, 2013, authorities named 34-year-old Senior Staff Sergeant, Iskandar Rahmat as the suspect. After a 54 hour manhunt Iskandar was spotted on cameras entering the Muslim nation of Malaysia on a green Vespa scooter, and arrested at a Danga Bay eatery. In November 2015 after an eight-day trial, Justice Tay Yong Kwang commented that it was “difficult” to reconcile Iskandar's purported plan with his actions. In December 4, 2015 Iskandar Rahmat was sentenced to hang for the murders
No religious motive was established as the motive was apparently strictly financial, but didn't seem to explain the outcome of a double murder of two Chinese. The suspect's full name Iskandar Bin Rahmat is of the same form as Osama bin laden where In Arabic names, both ibn and bin can be translated as "son of." so it would mean Iskander, son of Rahmat. Iskandar was an ancient ruler of Persia, and comes from from the Persian form of Alexander. Rahmat is a common meaning Mercy used by persons, places and ships in the predominantly Muslim nations of Iran, Malaysia and Indonesia.

On 10 July 2013, a body was found outside Kovan MRT Station. The Singapore police received a call at 3.41 pm of an accident between a car and a pedestrian. When the police arrived, the first victim was pronounced dead at the scene and had been identified by the police as a male in his 40s. Police followed the trail of blood stain which eventually led them to house 14J along Hillside Drive and discovered the body of an older man,[2][3]who had died of numerous slash wounds.[4] According to an eyewitness, the body of the younger victim was dragged by a car before dislodging outside the MRT Station. About twenty drivers honked at the moving vehicle, but the driver did not stop.[5] The younger man was observed to have sustained "multiple lacerations on his face and neck".[4]
The older man was later reported to be 67-year-old Tan Boon Sin. Tan owned a car business in Eunos and according to his friends, was sociable and enthusiastic in fishing.[6] Earlier reports erroneously gave Tan's age as in the 70s range.[7] The younger male was Tan's businessperson son Chee Heong,[8] who operated a digital technology firm,[9] Aspern Singapore.[4]G

Police forensic teams were present at the area outside the MRT Station, cordoning off two lanes of Upper Serangoon Road for investigations. Officers from the Criminal Investigation Department (CID) also cordoned off a section of double-storey houses at Hillside Drive on that evening for investigations.[5] They appealed to the public for information on a silver Toyota Camry with car plate of SGM 14J in conjunction with the murder case.[10]
On the morning of 11 July 2013, a handyman informed the police of the runaway car outside his workplace along Eunos Avenue 7A in the Eunos Industrial Estate. The area was cordoned off for police forensic officers to examine the vehicle before it was towed away. It was reported that clear bloodstains could be seen on the right headlight and the rear of the car. The car was reported to be owned by the victim Tan Boon Sin.[11][12]
The same day, the Singapore Police Force issued a statement with details of the incident. The case has been classified as Murder under Section 302 of the Penal Code, Chapter 224, which can result in a death penalty.[13]

After a manhunt of 54 hours and with assistance from the Malaysia police, Iskandar Rahmat was arrested on 12 July 2013 in connection to the murder case. He was a senior staff sergeant from the Bedok division of the Singapore Police Force and had served the force for 14 years.[14][15] Iskandar was caught on the cameras at the Immigration and Customs Authority checkpoint which had recorded him entering Malaysia on a green Vespa scooter. The Singapore police had released Iskandar's profile through Interpol and had thus requested for assistance with the Johor police to put him on a "stop list".[16] Iskandar was eventually arrested in Johor on Friday night at Singgah Selalu, a Danga Bay eatery.[17]
On 13 July 2013, the suspect was accompanied by policemen at the crime scene in Kovan for a re-enactment of the crime.[18] Iskandar was the investigating officer when victim Tan Boon Sin made a theft report at the Bedok police station in November 2012.[19] However, he was then removed from his position as an investigation officer as he failed to declare his financial difficulties to the force. As a result, Iskandar was then deployed to perform administrative duties. He was also barred from carrying any firearms.[20] In a later report, Iskandar was also revealed to be bankrupt and ridden in debt.[21]

Teo Chee Hean, Deputy Prime Minister and Minister for Home Affairs of Singapore, has said that if Iskandar is responsible for the murders, he has tarnished the Singapore police force's good name. Police CommissionerNg Joo Hee expressed contempt at the incident, dubbing the double murder as "senseless"[8] and "heinous".[22]

On July 10, 2013, (son) Mr Tan Chee Heong's body was found outside a taxi stand at Kovan MRT station, having been dragged nearly 1km by a Toyota Camry belonging to his father.The blood trail led to his father's home at 14J, Hillside Drive, where Mr Tan Boon Sin's body was found with multiple stab wounds. The car was later found abandoned in Eunos.
The son's body was dragged about 1km before it finally got dislodged on Upper Serangoon Road just outside Kovan MRT station, leaving a trail of blood.
3:36 PM Iskandar fled the house, reversing Mr Tan's silver Toyota Camry into his son before driving off.
Later, Mr Tan's eldest son, Mr Tan Chee Heong, entered the house, he was also attacked, stabbed seven times in his face and neck, with at least eight wounds to his scalp, face and right orearm. CCTV footage from a neighbour's home shows that just three minutes passed between the time Mr Tan Chee Heong entered his father's house, and the time that he was run over by the reversing car at 3.36pm.
Iskandar says he was attacked by the elder Mr Tan after coming out of the toilet and that he acted in retaliation, and when the son entered the house, saw what was happening and attacked him too, forcing Iskandar to react.

Plan: Iskandar then devised a plan which he carried out on July 10, 2013.
1 Impersonating an officer from the Police Intelligence Division, he called Mr Tan to tell him that his safe deposit box was about to be broken into.
2 He took a dummy closed-circuit television (CCTV) camera from his home, put it in a modified box and told Mr Tan to place it in his safe deposit box before 3pm that day.
3 He told Mr Tan to remove the contents of his safe deposit box and take them home.
4 He also told Mr Tan that what they were doing was a highly confidential police operation and no one could know about it.
5 Cutting one end of a earphone, he connected it with a wristlet to make it seem as though he was using a walkie-talkie.
6 He brought along his security pass and warrant card, and also wore the clothes he used to wear as an investigation officer to make himself seem convincing.
7 He even rented a car, a black Nissan Sunny, to appear more professional than if he had used his scooter.
8 Iskandar escorted Mr Tan from Certis Cisco in Paya Lebar to his home at Hillside Drive so he could get close to the valuables.
To avoid being made bankrupt, he had to repay OCBC Bank by July 10, 2013, the same day of the killings. ref
On July 3, 2013, he faced disciplinary proceedings for being financially embarrassed. There was a range of possible sanctions, which included being dismissed from the SPF. During the hearing, Iskandar lied when he assured his superiors that he would be getting money from his cousin to pay his debts ref same day, he contacted an OCBC Bank staff member in charge of unsecured debt facilities to offer an out-of-court cash settlement of $50,000. Bank records show that during that time, he had less than $400.

FreeRepublic Singapore cop charged with double murder Posted on 7/15/2013 11:26:00 PM by TexGrill SINGAPORE: A Singapore policeman once portrayed as a model officer was charged yesterday with the gruesome double murder of a businessman and his son in a case that has shocked the city-state. Senior Staff Sergeant Iskandar Rahmat, 34, could face hanging if convicted of murdering car workshop owner Tan Boon Sin, 67, and his son Tan Chee Heong, 42, last Wednesday.
The older man was fatally slashed in his home while his son’s body was found a kilometre (half a mile) away after being dragged under one of their cars, leaving a trail of blood on a busy road as other motorists watched in horror. Iskandar appeared dressed in a black T-shirt and jeans with his hands shackled behind his back, as prosecutors read the murder charges in court. His right hand had a deep gash closed with stitches between the thumb and forefinger. No plea was taken and he was taken away in a police car within minutes of his appearance. He will reappear in court next Monday.
